【摘要】：加工貿(mào)易聯(lián)網(wǎng)監(jiān)管是以企業(yè)為單元,建立企業(yè)特有的電子賬冊,企業(yè)依據(jù)電子賬冊來進行進出口通關(guān)和滾動核銷;政府管理部門通過中國電子口岸數(shù)據(jù)中心來進行聯(lián)網(wǎng)審批,從而實現(xiàn)海關(guān)對企業(yè)加工貿(mào)易活動的實際物流情況進行全的程計算機聯(lián)網(wǎng)管理。聯(lián)網(wǎng)監(jiān)管的實現(xiàn)一般要求企業(yè)具備比較完善的ERP管理系統(tǒng),對企業(yè)實現(xiàn)“電子賬冊+聯(lián)網(wǎng)核查”的加工貿(mào)易監(jiān)管模式。企業(yè)需要做到守法經(jīng)營、資信可靠、內(nèi)部管理規(guī)范,對采購、生產(chǎn)、庫存、銷售等實行全程計算機管理;能按照海關(guān)監(jiān)管要求提供真實、準確、完整的核查數(shù)據(jù);海關(guān)對企業(yè)實行A類管理。針對海關(guān)將聯(lián)網(wǎng)監(jiān)管模式的發(fā)展如何進行實施,本文首先深入探析了目前我國對于加工貿(mào)易、出口加工區(qū)等監(jiān)管方式實際情況,剖析了傳統(tǒng)的手冊、賬冊存在的問題,針對如何將聯(lián)網(wǎng)監(jiān)管應(yīng)用于電子化進行了比對研究,并有針對性地提出了改變這種現(xiàn)狀的方式與方法。在加工貿(mào)易企業(yè)聯(lián)網(wǎng)監(jiān)管系統(tǒng)的實施過程當中,出現(xiàn)的問題也是我們課題的研究的方向和需要進行解決的問題,舉例說明如何采取有效的手段來進行有針對性的解決。最后,結(jié)合企業(yè)實際情況和理論分析的基礎(chǔ)上,提出了未來發(fā)展過程中聯(lián)網(wǎng)監(jiān)管可能還會存在的問題,以及目標的展望和深遠的意義。
[Abstract]:Processing trade network supervision is based on the enterprise as the unit, the establishment of enterprise specific electronic account books, enterprises based on electronic books to carry out import and export clearance and rolling write-off; The government administration department carries on the network examination and approval through the Chinese electronic port data center, thus realizes the customs to carry on the entire process computer network management to the enterprise processing trade actual logistics situation. The realization of network supervision generally requires enterprises to have a relatively perfect ERP management system, and to realize the "electronic book network verification" of the processing trade regulatory model. Enterprises need to be law-abiding, reliable credit, internal management norms, procurement, production, inventory, sales and other computer management, can provide true, accurate, complete verification data in accordance with the requirements of customs supervision; The Customs shall exercise category A management over the enterprises. In view of how to carry out the development of customs supervision mode of networking, this paper first analyzes the actual situation of China's current supervision methods for processing trade, export processing zones, and so on, and analyzes the problems existing in the traditional manuals and books. This paper makes a comparative study on how to apply the network supervision to the electronic system, and puts forward the ways and methods to change the present situation. In the process of implementing the networked supervision system of processing trade enterprises, the problems that arise are also the direction of our research and the problems that need to be solved. Examples are given to illustrate how to take effective measures to solve the problems. Finally, on the basis of the actual situation and theoretical analysis of the enterprises, this paper puts forward the problems that may still exist in the future development process of the network supervision, as well as the prospect and far-reaching significance of the goal.
