【摘要】：改革開放以來,隨著我國經濟的飛速發(fā)展,各類產業(yè)不斷發(fā)展升級,國家城市化整體水平不斷提高,國民生活水平得到持續(xù)改善。伴隨著城市格局不斷擴張、國民人均收入的飛速增長,以及人們生活方式、生活觀念的變化,一些以往看來是“奢侈品”的產品迅速成為了走入千家萬戶的生活必需品,機動車便是此類產品之一。隨著我國機動車保有量連年跳躍式的增長,我國薄弱的城市發(fā)展水平愈加相形見拙,城市交通狀況不堪重負,“停車難”問題已成為了當下全國大多城市每天必需面對的難題。鄭州市作為中部地區(qū)重要中心城市,是我國重要的公路、鐵路交通樞紐和物流集散地。隨著人口不斷激增,機動車保有量增長率連續(xù)突破往年記錄。按照機動車保有量配建停車泊位計算,鄭州市城區(qū)停車泊位缺口巨大。面臨龐大的停車需求,鄭州市停車供需矛盾異常突出。“停車難”問題已成為鄭州市社會各界和廣大群眾反映最為強烈、訴求呼聲最大的民生問題和社會問題。因此,如何解決好停車難問題,對于鄭州市的城市建設和發(fā)展有著重要意義。本文結合實例調研,按照提出問題、分析問題、解決問題的模式,從鄭州市城區(qū)的停車問題現狀入手,從政策、管理、規(guī)劃、個人理念等方面深入分析問題癥結,通過借鑒國內外關于城市停車方面的先進管理經驗,結合實際,試探索破解停車管理瓶頸的方法措施,以逐步緩解城市停車難問題,有效提升全市路網通行效率,并為鄭州市未來構建平安、有序、暢通的現代化新區(qū)提供指導。
[Abstract]:Since the reform and opening up, with the rapid development of China's economy, all kinds of industries continue to develop and upgrade, the overall level of national urbanization has been continuously improved, and the standard of living of the people has been continuously improved. With the constant expansion of the urban pattern, the rapid growth of the per capita income of the people, and the changes in the way of life and the concept of life of people, some products that used to be "luxury goods" have quickly become the necessities of life that have entered thousands of households. Motor vehicles are one of these products. With the rapid growth of the number of motor vehicles in China, the weak level of urban development is becoming worse and worse, and the urban traffic situation is unbearable. The problem of "parking difficulty" has become a difficult problem that most cities in the country have to face every day. As an important central city in central China, Zhengzhou is an important highway, railway transportation hub and logistics hub. As the population continues to surge, the growth rate of motor vehicle ownership continues to break past records. According to the calculation of vehicle parking berth, the gap of parking berth in Zhengzhou city is huge. Facing the huge parking demand, the contradiction between supply and demand of Zhengzhou parking is very prominent. The problem of "parking difficulty" has become the most strongly reflected problem and social problem of people's livelihood and society in Zhengzhou. Therefore, how to solve the problem of parking is of great significance to the urban construction and development of Zhengzhou. According to the mode of raising problems, analyzing problems, solving problems, starting with the current situation of parking problems in Zhengzhou City, this paper analyzes the crux of the problem from the aspects of policy, management, planning, personal ideas, etc. Through drawing lessons from the advanced management experience of urban parking at home and abroad and combining with the practice, this paper tries to explore the methods and measures to solve the bottleneck of parking management, in order to gradually alleviate the difficult problem of parking in the city and effectively improve the efficiency of the whole city's road network. And for Zhengzhou in the future to build a safe, orderly, smooth new modern area to provide guidance.
