【摘要】:鐵路物流中心是社會(huì)物流服務(wù)網(wǎng)絡(luò)的重要組成部分,對(duì)于推動(dòng)地方經(jīng)濟(jì)社會(huì)發(fā)展,促進(jìn)各種運(yùn)輸資源合理配置具有重要作用。同時(shí),推進(jìn)鐵路貨場(chǎng)向物流中心轉(zhuǎn)型也是深化鐵路貨運(yùn)組織改革、提高鐵路經(jīng)濟(jì)效益的重要舉措。鐵路推行貨運(yùn)組織改革4年來(lái),已經(jīng)在設(shè)施設(shè)備配置、信息技術(shù)運(yùn)用、服務(wù)業(yè)務(wù)運(yùn)作和發(fā)展戰(zhàn)略轉(zhuǎn)變等方面采取了一系列舉措,極大地提高了鐵路物流的市場(chǎng)競(jìng)爭(zhēng)力。然而,作為鐵路開(kāi)展物流業(yè)務(wù)核心載體的鐵路物流中心的經(jīng)營(yíng)狀況不容樂(lè)觀,極大地限制了鐵路物流的發(fā)展。因此,有必要推進(jìn)鐵路物流中心績(jī)效評(píng)價(jià)工作,為中國(guó)鐵路總公司制定鐵路物流中心發(fā)展戰(zhàn)略提供決策參考,為鐵路物流中心運(yùn)營(yíng)單位提供學(xué)習(xí)標(biāo)桿和先進(jìn)經(jīng)驗(yàn),著力提升鐵路物流中心績(jī)效水平。本文在中國(guó)鐵路總公司相關(guān)科研項(xiàng)目研究基礎(chǔ)上,通過(guò)問(wèn)卷調(diào)查、實(shí)地調(diào)研和總結(jié)分析,從以下幾方面對(duì)鐵路物流中心績(jī)效評(píng)價(jià)進(jìn)行了系統(tǒng)研究和深入探索。(1)探討了物流節(jié)點(diǎn)、物流園區(qū)和物流中心的區(qū)別與聯(lián)系,給出了鐵路物流中心的定義,分析了德、美、日鐵路物流中心的發(fā)展經(jīng)驗(yàn)和我國(guó)鐵路物流中心的發(fā)展歷程、特征和地位作用,并總結(jié)了歐洲和我國(guó)物流園區(qū)評(píng)價(jià)工作的經(jīng)驗(yàn),闡述了推進(jìn)鐵路物流中心績(jī)效評(píng)價(jià)工作的必要性。(2)分析了平衡計(jì)分卡和關(guān)鍵績(jī)效指標(biāo)理論,確定了鐵路物流中心績(jī)效指標(biāo)體系設(shè)計(jì)的思路與原則,提出了鐵路物流中心績(jī)效指標(biāo)體系設(shè)計(jì)的"四階段"法,即"基于文獻(xiàn)查閱的績(jī)效指標(biāo)初步遴選——基于專家咨詢的績(jī)效指標(biāo)定性約簡(jiǎn)——基于相關(guān)系數(shù)和離差最大化法的績(jī)效指標(biāo)定量約簡(jiǎn)——基于因子分析的績(jī)效指標(biāo)體系合理性檢驗(yàn)"。(3)針對(duì)層次分析法求權(quán)重存在判斷矩陣不一定滿足一致性檢驗(yàn)的情況,提出了利用遺傳算法進(jìn)行修正,并有效實(shí)現(xiàn)了對(duì)多位專家打分結(jié)果的處理。進(jìn)而,引入博弈論集結(jié)模型,構(gòu)建了基于博弈論主客觀組合賦權(quán)的鐵路物流中心績(jī)效指標(biāo)權(quán)重確定方法。分析了利用傳統(tǒng)TOPSIS法進(jìn)行績(jī)效評(píng)價(jià)的局限性,提出了基于聯(lián)系度改進(jìn)的TOPSIS法的鐵路物流中心績(jī)效評(píng)價(jià)模型。(4)以上海鐵路局典型鐵路物流中心為實(shí)例進(jìn)行鐵路物流中心績(jī)效評(píng)價(jià)實(shí)證分析,論證了本文構(gòu)建的鐵路物流中心績(jī)效指標(biāo)體系和提出的鐵路物流中心績(jī)效評(píng)價(jià)方法的適用性和可行性。最后,從鐵路物流中心主管單位、運(yùn)營(yíng)單位和干部職工三個(gè)層面提出了提高鐵路物流中心績(jī)效的12條措施建議。
[Abstract]:Railway logistics center is an important part of social logistics service network, which plays an important role in promoting the development of local economy and society and the rational allocation of various transportation resources. At the same time, promoting the transformation of railway freight yard to logistics center is also an important measure to deepen the reform of railway freight transport organization and improve railway economic benefits. Since the reform of freight transport organization in railway has been carried out for 4 years, a series of measures have been taken in the aspects of facility equipment allocation, information technology application, service business operation and development strategy transformation, which have greatly improved the market competitiveness of railway logistics. However, as the core carrier of railway logistics business, the operating situation of railway logistics center is not optimistic, which greatly limits the development of railway logistics. Therefore, it is necessary to promote the performance evaluation of railway logistics center, to provide the decision-making reference for China Railway Corporation to formulate the development strategy of railway logistics center, to provide the learning benchmark and advanced experience for the railway logistics center operation unit. Focus on improving the performance level of railway logistics center. Based on the research of related scientific research projects of China Railway Corporation, through questionnaire investigation, field investigation and summary analysis, this paper makes a systematic study and further exploration on the performance evaluation of railway logistics center from the following aspects. The difference and relation between logistics park and logistics center, the definition of railway logistics center, the development experience of Germany, America and Japan and the development course, characteristics and status of railway logistics center in China are analyzed. It also summarizes the experience of the evaluation of logistics parks in Europe and China, expounds the necessity of promoting the performance evaluation of railway logistics centers, and analyzes the balanced scorecard and the theory of key performance indicators. This paper determines the train of thought and principle of designing the performance index system of railway logistics center, and puts forward the "four-stage" method for the design of the performance index system of railway logistics center. That is, "preliminary selection of performance indicators based on literature review-qualitative reduction of performance indicators based on expert consultation-quantitative reduction of performance indicators based on correlation coefficient and deviation maximization method-performance index based on factor analysis Check the rationality of the Standard system ".Y3) in view of the analytic hierarchy process (AHP), there is a judgment matrix that does not necessarily satisfy the consistency test. In this paper, genetic algorithm is used to correct the result, and the processing of multi-expert scoring results is realized effectively. Then, by introducing the aggregation model of game theory, a method of determining the weight of railway logistics center performance index based on subjective and objective combination weight of game theory is constructed. This paper analyzes the limitation of traditional TOPSIS method in performance evaluation. This paper puts forward the performance evaluation model of railway logistics center based on the improved TOPSIS method. (4) taking the typical railway logistics center of Shanghai Railway Bureau as an example, the paper makes an empirical analysis on the performance evaluation of railway logistics center. This paper demonstrates the applicability and feasibility of the performance index system of railway logistics center and the evaluation method of railway logistics center performance. Finally, 12 measures to improve the performance of railway logistics center are put forward from three aspects: the unit in charge of the railway logistics center, the operation unit and the cadre and worker.
