基于NSGA-Ⅱ的氣象災(zāi)害應(yīng)急儲(chǔ)備庫(kù)選址與資源調(diào)度模型研究

【摘要】:在全球氣象災(zāi)害頻頻發(fā)生的環(huán)境下,人民生命財(cái)產(chǎn)和社會(huì)安全受到極大的威脅。在氣象災(zāi)害發(fā)生后,能夠快速對(duì)災(zāi)區(qū)進(jìn)行救援是首要目標(biāo),想要快速的對(duì)災(zāi)區(qū)進(jìn)行救援,政府對(duì)于在何處建立應(yīng)急物資儲(chǔ)備庫(kù)以及如何調(diào)配應(yīng)急救援車(chē)輛資源至關(guān)重要,所以合理的應(yīng)急物資儲(chǔ)備庫(kù)選址和應(yīng)急救援車(chē)輛調(diào)配不僅可以在災(zāi)害來(lái)臨之前,對(duì)其覆蓋的區(qū)域起到保證安全,維持社會(huì)穩(wěn)定的作用,而且在災(zāi)難發(fā)生后可以及時(shí)、快速的把災(zāi)區(qū)所需的救援物資配送到災(zāi)區(qū)。本文在梳理國(guó)內(nèi)外選址模型研究、氣象災(zāi)害相關(guān)理論知識(shí)、解決多目標(biāo)問(wèn)題的帶精英策略的非支配排序算法(NSGA-Ⅱ)研究之后,根據(jù)氣象災(zāi)害的不確定性和應(yīng)急防災(zāi)減災(zāi)系統(tǒng)的特點(diǎn),在第三章建立應(yīng)急物流儲(chǔ)備庫(kù)選址模型,三個(gè)目標(biāo)函數(shù)分別為:(1)區(qū)域選址數(shù)量最小化;(2)建立儲(chǔ)備庫(kù)資金最小化;(3)加權(quán)距離最小化;第四章根據(jù)災(zāi)難過(guò)后傷員應(yīng)急救援車(chē)輛的路徑選擇和資源調(diào)配問(wèn)題的特點(diǎn),建立了以最小化延遲成本、最小化車(chē)輛運(yùn)行時(shí)間、最小化未救援人數(shù)為目標(biāo)函數(shù)的多目標(biāo)模型;第五章根據(jù)氣象災(zāi)害的不確定性,針對(duì)應(yīng)急物資儲(chǔ)備庫(kù)選址問(wèn)題,考慮救援物資配送階段,建立以最小化總成本,最小化救援車(chē)輛行駛總時(shí)間,最大化儲(chǔ)備庫(kù)覆蓋區(qū)域?yàn)槟繕?biāo)函數(shù)的多目標(biāo)整數(shù)規(guī)劃模型。在建立模型之后,分別設(shè)計(jì)出符合模型的遺傳算法,其中第三章用NSGA-Ⅱ和MNSGA-Ⅱ,第四、五章運(yùn)用帶有雙層基因和雙層模擬二進(jìn)制交叉的精英策略的非支配排序遺傳算法(NSGA-Ⅱ with double-deck gene and double-deck SBX, NSGA-Ⅱ with DD SBX)來(lái)優(yōu)化各自的模型。分別列舉一個(gè)仿真算例,并將其帶入到程序中,得到最終的Pareto前沿。通過(guò)程序做出結(jié)果,分析結(jié)果的Pareto前沿、Pareto前沿對(duì)應(yīng)的解和程序運(yùn)行時(shí)間,最后證明模型的有效性以及算法的合理性和準(zhǔn)確性。最后對(duì)全文進(jìn)行總結(jié),分析每一章的模型特點(diǎn)及其相對(duì)應(yīng)算法的有效性和正確性。指出文中創(chuàng)新點(diǎn)、不足之處和今后的研究方向。
[Abstract]:Under the circumstance of frequent meteorological disasters, people's life, property and social security are threatened greatly. After the weather disaster, to be able to carry out the rescue to the disaster area quickly is the primary goal. If the government wants to carry out the rescue to the disaster area quickly, it is very important for the government to establish the emergency material bank and how to allocate the emergency rescue vehicle resources. Therefore, a reasonable emergency reserve location and emergency vehicle allocation can not only guarantee the safety and social stability of the area covered by the emergency before the disaster comes, but also can be timely after the disaster occurs.
