京津冀區(qū)域物流效率分析與協(xié)同發(fā)展機制研究

【摘要】:近年來,長三角、珠三角、京津冀三大經(jīng)濟區(qū)域紛紛加強合作,努力提升區(qū)域一體化程度,相對來說京津冀區(qū)域的協(xié)作性略顯不足,彼此間的競爭大于協(xié)同合作。因此,推動京津冀區(qū)域物流的協(xié)作與發(fā)展,提高物流系統(tǒng)的運行效率具有重要意義。目前,國家已將京津冀區(qū)域的協(xié)同發(fā)展納入國家級重大戰(zhàn)略,這有力地助推著京津冀早日實現(xiàn)一體化。研究京津冀區(qū)域物流效率的共同提升,有助于準確把握各地區(qū)的合理定位,促使三省市物流業(yè)融合于一體;有利于構(gòu)建相互聯(lián)通的物流網(wǎng)絡,使三省市合理分工,優(yōu)勢互補、劣勢互彌。同時,也為制定區(qū)域物流發(fā)展相關(guān)政策提供科學的依據(jù),這是京津冀區(qū)域物流走向協(xié)同發(fā)展,早日實現(xiàn)一體化的必然路徑。本文以提高京津冀區(qū)域物流效率,促進京津冀區(qū)域物流協(xié)同發(fā)展為目的。首先對相關(guān)文獻梳理的基礎(chǔ)上,分析了我國物流發(fā)展存在的普遍問題,以及京津冀區(qū)域物流存在的特殊問題,并歸納了影響物流效率的因素;其次構(gòu)建了評價指標體系,運用數(shù)據(jù)包絡分析方法,評價了京津冀區(qū)域物流效率;再次結(jié)合京津冀區(qū)域物流發(fā)展態(tài)勢,提出了測量京津冀區(qū)域物流效率的影響因素,構(gòu)建出面板數(shù)據(jù)模型,運用Eviews6.0軟件進行了各個影響因素對物流效率影響程度的分析;最后基于影響因素構(gòu)建了促進京津冀區(qū)域物流效率提升的協(xié)同發(fā)展機制。研究結(jié)果顯示:一是評價得出京津冀區(qū)域物流發(fā)展不均衡;二是測量并確定了京津冀區(qū)域物流效率的六個影響因素,依由高到低影響程度依次為區(qū)域信息化水平、物流專業(yè)化人才、區(qū)域經(jīng)濟發(fā)展水平、區(qū)位優(yōu)勢、物流資源綜合利用率、區(qū)域物流網(wǎng)絡;三是構(gòu)建出促進京津冀區(qū)域物流效率提升的協(xié)同發(fā)展機制,分別為:基于京津冀區(qū)域物流信息平臺的運行機制、基于京津冀區(qū)域物流專業(yè)化人才的培育機制、基于京津冀區(qū)域經(jīng)濟發(fā)展的關(guān)聯(lián)機制、基于京津冀區(qū)位優(yōu)勢的推進機制、基于京津冀區(qū)域物流資源配置的優(yōu)化機制、基于京津冀區(qū)域物流網(wǎng)絡的協(xié)調(diào)機制。
[Abstract]:In recent years, the three major economic regions of the Yangtze River Delta, the Pearl River Delta and the Beijing-Tianjin-Hebei region have strengthened their cooperation in an effort to enhance the degree of regional integration. Relatively speaking, the cooperation of the Beijing-Tianjin-Hebei region is somewhat inadequate, and the competition between them is greater than that of the cooperative cooperation. It is of great significance to promote the cooperation and development of logistics in the Beijing-Tianjin-Hebei region and to improve the efficiency of the logistics system. At present, the state has incorporated the coordinated development of the Beijing-Tianjin-Hebei region into the major national strategy. This helps to promote the integration of Beijing-Tianjin-Hebei as soon as possible. The research on the common improvement of logistics efficiency in Beijing-Tianjin-Hebei region is helpful to accurately grasp the rational positioning of each region and promote the integration of logistics industry of the three provinces and cities. It is advantageous to construct the logistics network of mutual connection, make the three provinces and cities reasonable division of labor, complement each other's advantages and disadvantages. At the same time, it also provides the scientific basis for the formulation of the relevant policies of regional logistics development, which is the direction of the coordinated development of regional logistics in Beijing, Tianjin and Hebei. The purpose of this paper is to improve the efficiency of Beijing-Tianjin-Hebei regional logistics and promote the coordinated development of Beijing-Tianjin-Hebei regional logistics. And the special problems of Beijing-Tianjin-Hebei regional logistics and the factors influencing logistics efficiency are summarized. Secondly, the evaluation index system is constructed, and the efficiency of Beijing-Tianjin-Hebei regional logistics is evaluated by using the method of data envelopment analysis. Thirdly, combined with the development situation of Beijing-Tianjin-Hebei regional logistics, this paper puts forward the influencing factors of measuring the efficiency of Beijing-Tianjin-Hebei regional logistics, constructs the panel data model, and analyzes the influence degree of each influencing factor on the logistics efficiency by using Eviews6.0 software. Finally, based on the influencing factors, this paper constructs a cooperative development mechanism to promote the efficiency of Beijing-Tianjin-Hebei regional logistics. The results show that: first, the evaluation shows that the regional logistics development of Beijing-Tianjin-Hebei is not balanced; The second is to measure and determine the six influencing factors of the logistics efficiency of Beijing-Tianjin-Hebei region. According to the degree of influence from high to low, the order is the level of regional informatization, the specialized talents of logistics, the level of regional economic development, the regional advantage, and the comprehensive utilization rate of logistics resources. The third is to build a cooperative development mechanism to promote the efficiency of the Beijing-Tianjin-Hebei regional logistics, which is based on the operation mechanism of the Beijing-Tianjin-Hebei regional logistics information platform and the training mechanism of the specialized talents of the Beijing-Tianjin-Hebei regional logistics. Based on the regional economic development of Beijing-Tianjin-Hebei related mechanism, based on the Beijing-Tianjin-Hebei regional advantages of the promotion mechanism, based on the Beijing-Tianjin-Hebei regional logistics resources allocation optimization mechanism, based on the Beijing-Tianjin-Hebei regional logistics network coordination mechanism.
