【摘要】：自國(guó)家實(shí)行煙草專(zhuān)營(yíng)政策以來(lái),各省市便開(kāi)始成立自己的煙草公司與煙草專(zhuān)賣(mài)局。濰坊市煙草公司自成立以來(lái),就肩負(fù)著本市的煙草專(zhuān)賣(mài)執(zhí)法、煙葉與卷煙的生產(chǎn)與銷(xiāo)售等責(zé)任。而目前我國(guó)煙草行業(yè)發(fā)展快速穩(wěn)定,為了能在行業(yè)發(fā)展中力爭(zhēng)上游,濰坊市煙草公司需要對(duì)自己的業(yè)務(wù)進(jìn)行有效的監(jiān)管,保證業(yè)務(wù)進(jìn)行順利。因此,濰坊市煙草公司決定利用發(fā)展的信息化技術(shù),建立一套業(yè)務(wù)預(yù)警監(jiān)管系統(tǒng),對(duì)公司大小業(yè)務(wù)實(shí)施預(yù)警與監(jiān)管監(jiān)控,有效提高公司的監(jiān)管能力。本系統(tǒng)借鑒了國(guó)外類(lèi)似優(yōu)秀系統(tǒng)的開(kāi)發(fā)技術(shù),并且結(jié)合了濰坊市煙草公司的實(shí)際需求。系統(tǒng)的開(kāi)發(fā)將基于B/S架構(gòu)進(jìn)行,主要選擇全球性語(yǔ)言Java作為開(kāi)發(fā)語(yǔ)言,并且使用Struts2、Spring以及Hibernate三種框架技術(shù)進(jìn)行系統(tǒng)設(shè)計(jì)。另外,利用了MVC設(shè)計(jì)模式,將系統(tǒng)分為控制層、視圖層與模型層,實(shí)現(xiàn)系統(tǒng)的分層管理。在系統(tǒng)UI設(shè)計(jì)方面,采用了Html技術(shù)、Css技術(shù)中的盒子模型來(lái)對(duì)系統(tǒng)頁(yè)面進(jìn)行布局,使用Jsp動(dòng)態(tài)網(wǎng)頁(yè)開(kāi)發(fā)技術(shù)進(jìn)行數(shù)據(jù)校驗(yàn),達(dá)到頁(yè)面的動(dòng)態(tài)展示效果。濰坊市煙草公司業(yè)務(wù)預(yù)警監(jiān)管系統(tǒng)根據(jù)業(yè)務(wù)特點(diǎn),主要?jiǎng)澐至宋屙?xiàng)子功能,分別為：預(yù)警管理、商業(yè)監(jiān)管管理、內(nèi)部監(jiān)管管理、備案管理、綜合查詢(xún)與分析管理,這五項(xiàng)功能由系統(tǒng)操作員、內(nèi)管員兩種用戶(hù)共同操作。用戶(hù)根據(jù)自身權(quán)限可以對(duì)預(yù)警基礎(chǔ)指標(biāo)、預(yù)警指標(biāo)以及品牌信息進(jìn)行維護(hù),執(zhí)行手工預(yù)警；對(duì)合同、購(gòu)進(jìn)、銷(xiāo)售、庫(kù)存、物流等一系列環(huán)節(jié)的預(yù)警信息進(jìn)行操作,包括檢查正常、轉(zhuǎn)入核查、查詢(xún)流轉(zhuǎn)狀態(tài)與任務(wù)信息等；可以對(duì)監(jiān)管任務(wù)進(jìn)行新建與明細(xì)、對(duì)監(jiān)管臺(tái)賬進(jìn)行登記與查詢(xún),并且可以實(shí)施內(nèi)部監(jiān)控；另外,還能夠?qū)浒感畔⑦M(jìn)行查詢(xún)與辦理；維護(hù)系統(tǒng)中的制度信息、工作考核信息、內(nèi)管文書(shū)以及附件等信息。本業(yè)務(wù)預(yù)警監(jiān)管系統(tǒng)在濰坊市煙草公司投入運(yùn)行后,可以對(duì)公司的外部商業(yè)、內(nèi)部監(jiān)控等各方面的預(yù)警進(jìn)行統(tǒng)一管理,并且可以通過(guò)統(tǒng)計(jì)分析報(bào)表,查詢(xún)各專(zhuān)賣(mài)局的預(yù)警情況與走勢(shì),使公司做出正確決策,進(jìn)行宏觀(guān)調(diào)控。此外,本系統(tǒng)的使用可以提高濰坊市煙草公司對(duì)自身業(yè)務(wù)的監(jiān)管能力,避免業(yè)務(wù)上的惡習(xí),保證公司的最大化收益。
