【摘要】：自國家實行煙草專營政策以來,各省市便開始成立自己的煙草公司與煙草專賣局。濰坊市煙草公司自成立以來,就肩負著本市的煙草專賣執(zhí)法、煙葉與卷煙的生產(chǎn)與銷售等責(zé)任。而目前我國煙草行業(yè)發(fā)展快速穩(wěn)定,為了能在行業(yè)發(fā)展中力爭上游,濰坊市煙草公司需要對自己的業(yè)務(wù)進行有效的監(jiān)管,保證業(yè)務(wù)進行順利。因此,濰坊市煙草公司決定利用發(fā)展的信息化技術(shù),建立一套業(yè)務(wù)預(yù)警監(jiān)管系統(tǒng),對公司大小業(yè)務(wù)實施預(yù)警與監(jiān)管監(jiān)控,有效提高公司的監(jiān)管能力。本系統(tǒng)借鑒了國外類似優(yōu)秀系統(tǒng)的開發(fā)技術(shù),并且結(jié)合了濰坊市煙草公司的實際需求。系統(tǒng)的開發(fā)將基于B/S架構(gòu)進行,主要選擇全球性語言Java作為開發(fā)語言,并且使用Struts2、Spring以及Hibernate三種框架技術(shù)進行系統(tǒng)設(shè)計。另外,利用了MVC設(shè)計模式,將系統(tǒng)分為控制層、視圖層與模型層,實現(xiàn)系統(tǒng)的分層管理。在系統(tǒng)UI設(shè)計方面,采用了Html技術(shù)、Css技術(shù)中的盒子模型來對系統(tǒng)頁面進行布局,使用Jsp動態(tài)網(wǎng)頁開發(fā)技術(shù)進行數(shù)據(jù)校驗,達到頁面的動態(tài)展示效果。濰坊市煙草公司業(yè)務(wù)預(yù)警監(jiān)管系統(tǒng)根據(jù)業(yè)務(wù)特點,主要劃分了五項子功能,分別為：預(yù)警管理、商業(yè)監(jiān)管管理、內(nèi)部監(jiān)管管理、備案管理、綜合查詢與分析管理,這五項功能由系統(tǒng)操作員、內(nèi)管員兩種用戶共同操作。用戶根據(jù)自身權(quán)限可以對預(yù)警基礎(chǔ)指標(biāo)、預(yù)警指標(biāo)以及品牌信息進行維護,執(zhí)行手工預(yù)警；對合同、購進、銷售、庫存、物流等一系列環(huán)節(jié)的預(yù)警信息進行操作,包括檢查正常、轉(zhuǎn)入核查、查詢流轉(zhuǎn)狀態(tài)與任務(wù)信息等；可以對監(jiān)管任務(wù)進行新建與明細、對監(jiān)管臺賬進行登記與查詢,并且可以實施內(nèi)部監(jiān)控；另外,還能夠?qū)浒感畔⑦M行查詢與辦理；維護系統(tǒng)中的制度信息、工作考核信息、內(nèi)管文書以及附件等信息。本業(yè)務(wù)預(yù)警監(jiān)管系統(tǒng)在濰坊市煙草公司投入運行后,可以對公司的外部商業(yè)、內(nèi)部監(jiān)控等各方面的預(yù)警進行統(tǒng)一管理,并且可以通過統(tǒng)計分析報表,查詢各專賣局的預(yù)警情況與走勢,使公司做出正確決策,進行宏觀調(diào)控。此外,本系統(tǒng)的使用可以提高濰坊市煙草公司對自身業(yè)務(wù)的監(jiān)管能力,避免業(yè)務(wù)上的惡習(xí),保證公司的最大化收益。

Therefore, Weifang Tobacco Company decided to make use of the developed information technology to set up a set of business early warning supervision system, and to carry out early warning and supervision and supervision on the business of large and small companies. Effectively improve the supervision ability of the company. This system draws lessons from foreign similar excellent system development technology, and combines the actual demand of Weifang tobacco company. The development of the system will be based on the B / S architecture. According to their own authority, users can maintain the basic warning index, early warning index and brand information, carry out manual early warning; To operate the early warning information in a series of links, such as contracts, purchases, sales, inventory, logistics, etc., including checking normal, turning into verification, querying flow status and task information, etc. To register and inquire the supervising account, and to carry out internal monitoring; in addition, to inquire and handle the record information; to maintain the system information in the system, and to assess the work, After the operation of the business early-warning supervision system in Weifang tobacco company, the company can conduct unified management of the external business, internal monitoring and other aspects of the early warning, and through statistical analysis of the report, Inquire into the warning situation and trend of each monopoly bureau, make the company make correct decision, carry on macroscopical control. In addition, the use of this system can improve the supervision ability of Weifang tobacco company to its own business, avoid the bad habit of business, To ensure maximum revenue for the company.
