【摘要】：農(nóng)業(yè)是社會(huì)生活的基礎(chǔ),是人類社會(huì)生存的基本保障,它創(chuàng)造生活資料,是社會(huì)分工以及國(guó)民經(jīng)濟(jì)發(fā)展的前提和基礎(chǔ),也是所有非生產(chǎn)行業(yè)發(fā)展和賴以生存的基礎(chǔ)。其他國(guó)民經(jīng)濟(jì)部門的生產(chǎn)規(guī)模和發(fā)展速度,都會(huì)受農(nóng)業(yè)生產(chǎn)力發(fā)展水平以及農(nóng)業(yè)勞動(dòng)生產(chǎn)率高低的制約。“三農(nóng)”問(wèn)題是關(guān)系中國(guó)改革發(fā)展穩(wěn)定大局的根本問(wèn)題。沒有農(nóng)民的小康,就不能實(shí)現(xiàn)全面的小康;沒有農(nóng)村的現(xiàn)代化,就不能有全國(guó)的現(xiàn)代化促進(jìn)農(nóng)業(yè)經(jīng)濟(jì)快速增長(zhǎng)。然而隨著人口增加和經(jīng)濟(jì)的快速發(fā)展,社會(huì)對(duì)農(nóng)產(chǎn)品的需求將呈剛性增長(zhǎng),農(nóng)產(chǎn)品生產(chǎn)卻受到耕地減少、水資源短缺和生態(tài)環(huán)境惡化、融資困難、科技創(chuàng)新水平低等因素制約,增產(chǎn)增收難度很大。隨著人口增加和經(jīng)濟(jì)的快速發(fā)展,社會(huì)對(duì)農(nóng)產(chǎn)品的需求呈剛性增長(zhǎng),而農(nóng)產(chǎn)品生產(chǎn)則受到耕地減少、水資源短缺和生態(tài)環(huán)境惡化等因素制約,增產(chǎn)增收難度很大。“三農(nóng)”問(wèn)題是關(guān)系中國(guó)改革發(fā)展穩(wěn)定大局的根本問(wèn)題。沒有農(nóng)民的小康,就不能實(shí)現(xiàn)全面的小康;沒有農(nóng)村的現(xiàn)代化,就不能有全國(guó)的現(xiàn)代化。當(dāng)前談構(gòu)建和諧社會(huì),其中一個(gè)十分重要的方面就是要統(tǒng)籌城鄉(xiāng)發(fā)展,堅(jiān)持“以工促農(nóng)、以城帶鄉(xiāng)”戰(zhàn)略,推動(dòng)城鄉(xiāng)一體化進(jìn)程。促進(jìn)農(nóng)業(yè)經(jīng)濟(jì)快速增長(zhǎng),必須通過(guò)充分延伸產(chǎn)業(yè)鏈條,使各產(chǎn)業(yè)之間緊密聯(lián)系,相互補(bǔ)充,充分合理統(tǒng)籌利用資源,協(xié)調(diào)發(fā)展成有機(jī)統(tǒng)一的整體,突出特色經(jīng)濟(jì),提高創(chuàng)新能力,加大政府扶持力度等多種途徑不斷延伸產(chǎn)業(yè)鏈條,從而推動(dòng)徐家樓街道經(jīng)濟(jì)持續(xù)、穩(wěn)定、健康的發(fā)展。本文得出的主要結(jié)論主要包括以下幾點(diǎn):(1)徐家樓街道產(chǎn)業(yè)鏈發(fā)展特點(diǎn)可概括為以下四個(gè)方面:農(nóng)產(chǎn)品鏈種類豐富多樣、商貿(mào)物流業(yè)不斷發(fā)達(dá)、產(chǎn)業(yè)鏈上的龍頭企業(yè)不斷壯大和農(nóng)業(yè)產(chǎn)業(yè)鏈運(yùn)行的環(huán)境條件逐步加強(qiáng)。(2)徐家樓街道農(nóng)業(yè)產(chǎn)業(yè)鏈發(fā)展的優(yōu)勢(shì)主要有:資源豐富、交通便利、政策扶持優(yōu)勢(shì);徐家樓街道農(nóng)業(yè)產(chǎn)業(yè)鏈發(fā)展的劣勢(shì)主要有:農(nóng)業(yè)用地逐年較少、農(nóng)業(yè)產(chǎn)業(yè)鏈較短且各環(huán)節(jié)之間的聯(lián)系不夠緊密、農(nóng)業(yè)信息化和農(nóng)業(yè)科技創(chuàng)新水平較低;(3)徐家樓街道農(nóng)業(yè)產(chǎn)業(yè)鏈發(fā)展的機(jī)遇主要有:龍頭企業(yè)強(qiáng)大的帶動(dòng)效應(yīng)、農(nóng)貿(mào)市場(chǎng)加速了農(nóng)貿(mào)產(chǎn)品的流通、特色農(nóng)業(yè)有效延伸了農(nóng)業(yè)旅游鏈條;徐家樓街道農(nóng)業(yè)產(chǎn)業(yè)鏈發(fā)展的挑戰(zhàn)主要有:農(nóng)業(yè)生態(tài)環(huán)境遭到破壞、融資較為困難,基礎(chǔ)設(shè)施比較薄弱、工業(yè)化和城鎮(zhèn)化的快速發(fā)展帶來(lái)巨大挑戰(zhàn)。(4)應(yīng)主要從優(yōu)化產(chǎn)業(yè)結(jié)構(gòu),延伸農(nóng)業(yè)產(chǎn)業(yè)鏈條、扶持農(nóng)業(yè)龍頭產(chǎn)業(yè),延伸農(nóng)業(yè)服務(wù)鏈條、因地制宜,構(gòu)建特色產(chǎn)業(yè)鏈模式、千方百計(jì)實(shí)現(xiàn)“以工促農(nóng)、以城帶鄉(xiāng)”、加大農(nóng)業(yè)基礎(chǔ)設(shè)施建設(shè),完善融資途徑等方面優(yōu)化并促進(jìn)徐家樓街道農(nóng)業(yè)產(chǎn)業(yè)鏈的發(fā)展。
[Abstract]:Agriculture is the foundation of social life and the basic guarantee of the survival of human society. It creates the means of subsistence and is the prerequisite and basis for the social division of labor and the development of the national economy. It is also the basis for the development and survival of all non-productive industries. The scale and speed of production in other sectors of the national economy, The "three rural issues" are the fundamental problems related to the overall situation of China's reform, development and stability. Without the modernization of the countryside, there can be no modernization of the whole country to promote the rapid growth of the agricultural economy. However, with the increase in population and the rapid development of the economy, the demand for agricultural products in society will increase rigidly, while the production of agricultural products will be reduced by cultivated land. The shortage of water resources, the deterioration of ecological environment, the difficulty of financing and the low level of scientific and technological innovation restrict the difficulty of increasing production and income. With the increase of population and the rapid development of economy, the demand for agricultural products has increased rigidly. However, the production of agricultural products is restricted by such factors as the reduction of cultivated land, the shortage of water resources and the deterioration of the ecological environment. It is very difficult to increase production and income. The "three rural areas" problem is the fundamental problem related to the overall situation of China's reform, development and stability. Without the modernization of the countryside, there can be no modernization of the whole country. One of the most important aspects of building a harmonious society at present is to coordinate urban and rural development and adhere to the principle of "promoting agriculture through industry." In order to promote the process of urban-rural integration and promote the rapid growth of agricultural economy, it is necessary to fully extend the industrial chain, make the industries close to each other, complement each other, and make full and rational use of resources as a whole. Coordinating and developing into an organic unity, highlighting the characteristic economy, improving the ability to innovate, increasing the strength of government support, and other ways to continuously extend the industrial chain, thus promoting the sustained and stable Xujialou street economy, The main conclusions of this paper include the following points: 1) the characteristics of the development of Xujialou street industry chain can be summarized as follows: the agricultural product chain is rich in variety, and the trade and logistics industry is continuously developed. The main advantages of the development of Xujialou street agricultural industrial chain are: abundant resources, convenient transportation and policy support; The disadvantages of the development of Xujialou street agricultural industrial chain are as follows: the agricultural land is less year by year, the agricultural industrial chain is short and the links between each link are not close enough, The opportunities for the development of the agricultural industrial chain in Xujialou street include: the strong driving effect of leading enterprises, and the accelerated circulation of agricultural and trade products in the farmers' market. Characteristic agriculture has effectively extended the agricultural tourism chain. The main challenges for the development of the agricultural industrial chain in Xujialou street are: the agricultural ecological environment is destroyed, the financing is relatively difficult, and the infrastructure is relatively weak. The rapid development of industrialization and urbanization brings great challenges. (4) We should mainly optimize the industrial structure, extend the agricultural industrial chain, support the leading agricultural industry, extend the agricultural service chain, adapt measures to local conditions, and construct the characteristic industrial chain model. We should do everything possible to optimize and promote the development of Xujialou street agricultural industry chain in such aspects as "promoting agriculture by industry, taking cities and villages", increasing the construction of agricultural infrastructure and perfecting the ways of financing.
