一種新型融通倉運(yùn)作模式及其風(fēng)險(xiǎn)控制模型的研究設(shè)計(jì)與實(shí)現(xiàn)

【摘要】:中小企業(yè)在我國國民經(jīng)濟(jì)發(fā)展中一直扮演者重要角色,但同時(shí)融資難問題也是制約我國中小企業(yè)發(fā)展的最大的瓶頸。在這個(gè)背景下,學(xué)術(shù)界積極地探索研究,2002年由復(fù)旦大學(xué)的教授羅齊和朱道立在企業(yè)自身探索的基礎(chǔ)上設(shè)計(jì)出了一種創(chuàng)新模式——“融通倉”!叭凇敝附鹑,“通”指物資的流通,“倉”指物流的倉儲(chǔ),其目的就是為了將銀行所不易接受的動(dòng)產(chǎn)轉(zhuǎn)化為銀行樂意接受的動(dòng)產(chǎn)質(zhì)押物,以幫助中小企業(yè)獲得貸款。傳統(tǒng)的融通倉模式有委托模式、統(tǒng)一授信模式和共同委托模式,它們或以銀行為核心或以第三方物流企業(yè)為主導(dǎo),雖然都有各自的適用場景和優(yōu)點(diǎn),但同樣都有其難以避免的弊端。為了解決傳統(tǒng)融通倉運(yùn)作模式存在的問題,根據(jù)本文研究主體的實(shí)際情況,本文提出了一種新型融通倉融資模式,該模式可以消除委托模式中銀行與物流企業(yè)溝通不順暢、統(tǒng)一授信模式中物流企業(yè)承擔(dān)無限風(fēng)險(xiǎn)以及共同委托模式中貸款方需糾纏于質(zhì)押物的監(jiān)管等不利因素;诖,本文又進(jìn)一步提出了與傳統(tǒng)融通倉風(fēng)險(xiǎn)控制模型不同的新型風(fēng)險(xiǎn)控制模型,通過將“事前預(yù)防”的信用評(píng)級(jí)體系和“事后控制”的質(zhì)押物監(jiān)控管理系統(tǒng)相結(jié)合,打破了傳統(tǒng)研究中只注重放貸前進(jìn)行風(fēng)險(xiǎn)評(píng)估的一般性做法。本文設(shè)計(jì)的基于B/S架構(gòu)的監(jiān)控管理系統(tǒng)可以為參與到融通倉業(yè)務(wù)的各方提供實(shí)時(shí)的、動(dòng)態(tài)的質(zhì)押物監(jiān)管服務(wù),實(shí)現(xiàn)對融通倉運(yùn)作的全生命周期的風(fēng)險(xiǎn)監(jiān)管,形成風(fēng)險(xiǎn)控制的一個(gè)閉環(huán)。本文提出的新型融通倉運(yùn)作模式和新型融通倉風(fēng)險(xiǎn)控制模型已經(jīng)成功應(yīng)用在某國有企業(yè)及其合作企業(yè)的實(shí)際業(yè)務(wù)中,這對解決我國中小企業(yè)融資困難、第三方物流企業(yè)業(yè)務(wù)升級(jí)和金融行業(yè)擴(kuò)展業(yè)務(wù)等方面都具有一定的實(shí)際意義。
[Abstract]:Small and medium-sized enterprises have always played an important role in the development of our national economy, but at the same time, the problem of financing is also the biggest bottleneck restricting the development of small and medium-sized enterprises in our country. In 2002, professors Luo Qi and Zhu Daoli of Fudan University designed an innovative model on the basis of the enterprise's own exploration. "Finance" means finance, "communication" refers to the circulation of goods and materials, and "warehouse" refers to the warehousing of logistics. The aim is to convert the movable property which is not easily accepted by the bank into the chattel pledge which the bank is willing to accept, in order to help the small and medium-sized enterprises to obtain the loan. The traditional mode of financing warehouse includes the entrustment mode, the unified credit granting model and the common entrustment mode. They either take the bank as the core or take the third party logistics enterprise as the leading, although each has its own suitable scene and the merit, but also has its unavoidable malpractice. According to the actual situation of the main body of this paper, this paper puts forward a new financing mode of financing warehouse, which can eliminate the problem of communication between banks and logistics enterprises in the entrustment mode. In the unified credit model, the logistics enterprises bear unlimited risks, and in the co-entrustment model, the lenders need to be entangled in the supervision of the pledge, and so on. This paper also puts forward a new risk control model, which is different from the traditional risk control model, by combining the credit rating system of "pre-prevention" with the "post-control" monitoring and management system of pledge. The system based on B / S architecture can provide real-time and dynamic pledge supervision services for all parties involved in the financing business. The implementation of life-cycle risk regulation for the operation of the finance warehouse, A closed loop of risk control is formed. The new financing warehouse operation model and the new financing warehouse risk control model proposed in this paper have been successfully applied in the actual business of a state-owned enterprise and its cooperative enterprise. It is of practical significance to solve the financing difficulties of small and medium-sized enterprises in China, upgrade the business of third party logistics enterprises and expand the business of financial industry.
