【摘要】：近些年來(lái),能否及時(shí)有效地處理各種公共危機(jī)事件,能否在變化莫測(cè)的國(guó)內(nèi)、國(guó)際局勢(shì)中快速作出正確的判斷和決策,成為我國(guó)公共危機(jī)決策者需要面對(duì)的重大考驗(yàn)�；煦缋碚撆c公共危機(jī)決策表現(xiàn)出較好的內(nèi)在契合,即對(duì)初始條件的敏感依賴性、混沌中的分形及混沌的時(shí)空觀,這為公共危機(jī)決策者更好地掌握時(shí)機(jī)、把握危機(jī)和尋找轉(zhuǎn)機(jī)提供了強(qiáng)有力的理論支持。混沌理論在公共危機(jī)決策中的應(yīng)用具有重要的現(xiàn)實(shí)意義,它在危機(jī)決策預(yù)測(cè)模式、危機(jī)決策組織及危機(jī)決策領(lǐng)導(dǎo)觀念三個(gè)方面為走出公共危機(jī)決策困境拓寬了解決思路。
[Abstract]:In recent years, whether we can deal with all kinds of public crisis events in time and effectively, and whether we can quickly make correct judgment and decision in the unpredictable domestic and international situation, has become a great test that our public crisis decision makers need to face. Chaos theory and public crisis decision-making show a good internal agreement, that is, sensitive dependence on initial conditions, fractal in chaos and chaotic space-time view, which is a better opportunity for public crisis decision makers. Grasp the crisis and look for a turning point to provide a strong theoretical support. The application of chaos theory in public crisis decision making is of great practical significance. It broadens the solution to the dilemma of public crisis decision making in three aspects: crisis decision prediction model, crisis decision organization and crisis decision leadership concept.
