【摘要】：正我國已進(jìn)入改革發(fā)展的關(guān)鍵轉(zhuǎn)折期,經(jīng)濟(jì)體制深刻變革,社會結(jié)構(gòu)深刻變動,利益格局深刻調(diào)整,思想觀念深刻變化,在步入"重要戰(zhàn)略機(jī)遇期"的同時,也進(jìn)入了公共危機(jī)的高發(fā)期。準(zhǔn)確認(rèn)識和把握公共危機(jī)管理特征,提升領(lǐng)導(dǎo)者的公共危機(jī)管理能力,科學(xué)高效地進(jìn)行危機(jī)管理,是擺在我國各級政府面前亟待解決的一項重大課題。對各級政府而言,處置突發(fā)公共事件的能力是執(zhí)政能力強(qiáng)弱的直接體現(xiàn)。
[Abstract]:At the same time, China has entered a critical turning point of reform and development, with profound changes in its economic system, social structure, interest pattern, and ideology. At the same time, it has stepped into the period of "important strategic opportunities." Also entered the public crisis high incidence period. Understanding and grasping the characteristics of public crisis management, improving leaders' ability of public crisis management and carrying out crisis management scientifically and efficiently are an important task to be solved urgently in front of all levels of government in our country. For all levels of government, the ability to deal with unexpected public events is the direct embodiment of the ruling ability.
