【摘要】：科技決策長(zhǎng)久以來(lái)一直是一個(gè)被專(zhuān)家統(tǒng)治的領(lǐng)域,不具有專(zhuān)門(mén)知識(shí)的公眾被認(rèn)為無(wú)法了解科學(xué)技術(shù)的復(fù)雜性而被排除在這一政治過(guò)程之外。但在這種被專(zhuān)業(yè)知識(shí)所支配的科技決策領(lǐng)域,由于它所帶來(lái)的負(fù)面影響,卻逐漸成為公眾關(guān)切和憂慮的對(duì)象。傳統(tǒng)的排除公眾參與的專(zhuān)家決策模式也日益受到持續(xù)的挑戰(zhàn),科技決策的民主化因此日益成為人們不斷關(guān)注的課題。文章從探討科技決策公眾參與的理念根基——參與民主與協(xié)商民主入手,介紹了最近二三十年來(lái)西方在科技政策方面所引進(jìn)的各種創(chuàng)新性的公眾參與模式,最后討論了我國(guó)科技決策中公眾參與模式構(gòu)建的嘗試以及亟待解決的問(wèn)題。
[Abstract]:Decision making in science and technology has long been an area dominated by experts, and the public with no expertise has been excluded from the political process because it is considered unable to understand the complexity of science and technology. However, in the field of science and technology decision-making, which is dominated by professional knowledge, due to its negative influence, it has gradually become the object of public concern and anxiety. The traditional expert decision-making mode of excluding public participation has been challenged day by day, and the democratization of scientific and technological decision-making has become a subject of constant concern. Starting with the discussion of the theoretical foundation of public participation in scientific and technological decision-making, namely participatory democracy and deliberative democracy, this paper introduces various innovative modes of public participation introduced by the West in the field of science and technology policy in the last two or three decades. Finally, the paper discusses the attempt to construct the public participation model in our country's science and technology decision making and the problems to be solved.
