[Abstract]:First, it is a key period for the reform and development of state-owned enterprises to raise awareness and expand propaganda between now and the end of this century. The 15th National Congress of the Party and the first Plenary session of the 15th CPC Central Committee proposed that in about three years, through reform, reorganization, transformation and strengthening of management, most large and medium-sized state-owned loss-making enterprises should be able to extricate themselves from difficulties. By the end of this century, most large and medium-sized state-owned backbone enterprises have initially established a modern enterprise system.
