【摘要】：筆者認(rèn)為 ,就社會(huì)討論主體———社會(huì)公眾而言 ,社會(huì)討論決策制度的可行性通常應(yīng)該建立在以下三個(gè)基本假設(shè)之上 :1)社會(huì)公眾理應(yīng)具備參與社會(huì)討論的資格 ;2 )社會(huì)公眾事實(shí)存在參與社會(huì)討論的合法途徑 ;3 )社會(huì)公眾必須具備社會(huì)討論的參與能力。本文也正是從這三個(gè)基本假設(shè)出發(fā) ,分析、論證了社會(huì)討論決策制度在中國(guó)十分必要而且可行。
[Abstract]:The author thinks that as far as the subject of social discussion-the social public is concerned, The feasibility of the social discussion decision-making system should usually be based on the following three basic assumptions: 1) the social public should have the qualifications to participate in the social discussion 2) the fact that the social public has a legal way to participate in the social discussion The public must have the ability to participate in social discussions. From these three basic hypotheses, this paper analyses and proves that the social discussion and decision making system is necessary and feasible in China.
