【摘要】：公共政策影響到各方面群體的利益,而有組織的利益集團可以通過游說來影響公共政策。他們可以在政策制定過程中提供相關(guān)的信息,也可以與政策的相關(guān)部門形成某種利益紐帶。健全的公共決策機制需要同時激勵信息披露和控制政策偏向,而合理的信息渠道安排就是其中一個重要環(huán)節(jié)。信息渠道的安排影響到相關(guān)的政策信息披露的效率。另外當(dāng)信息聯(lián)系的各方出現(xiàn)目標(biāo)沖突時,會產(chǎn)生信息溝通的損失,一些常見的機制,比如授權(quán)、協(xié)調(diào)中介可以在一定程度上解決信息損失的困境。
[Abstract]:Public policy affects the interests of various groups, while organized interest groups can influence public policy through lobbying.They can provide relevant information in the policy-making process, or form some kind of interest link with the relevant departments of the policy.A sound public decision-making mechanism needs to encourage information disclosure and control policy bias at the same time, and reasonable information channel arrangement is one of the important links.The arrangement of information channel affects the efficiency of relevant policy information disclosure.In addition, when there is a target conflict between the parties of information communication, the loss of information communication will occur. Some common mechanisms, such as authorization and coordination intermediary, can solve the dilemma of information loss to a certain extent.
