【摘要】：危機(jī)決策是危機(jī)管理的核心。信息是危機(jī)決策的重要基礎(chǔ)和核心要素,危機(jī)決策是一個(gè)信息處理和交流的系統(tǒng),也是一個(gè)信息的輸入、處理、輸出的過(guò)程。本文根據(jù)危機(jī)信息來(lái)源的不同,將導(dǎo)致危機(jī)決策過(guò)程中信息發(fā)生偏差的原因歸納為垂直歷時(shí)性傳遞過(guò)程中地方封鎖信息、水平共時(shí)性傳遞過(guò)程中部門(mén)隔離信息以及社會(huì)信息渠道無(wú)法進(jìn)入決策系統(tǒng)從而導(dǎo)致系統(tǒng)封閉信息三個(gè)方面。因此,改進(jìn)政府危機(jī)決策,必須克服信息封鎖、信息隔離、信息封閉三方面的障礙,建立健全覆蓋全面、公開(kāi)透明、高效便捷的信息處理和交流系統(tǒng),為危機(jī)決策奠定堅(jiān)實(shí)的信息基礎(chǔ)。
[Abstract]:Crisis decision-making is the core of crisis management. Information is an important foundation and core element of crisis decision-making. Crisis decision-making is a system of information processing and exchange, and also an input and processing of information. According to the different sources of crisis information, the reasons leading to the deviation of information in the process of crisis decision-making are summarized as the local blockade of information in the vertical diachronic transmission process. In the process of horizontal synchronic transmission, the departments isolate information and the social information channels can not enter the decision-making system, which leads to the system closing the information. Therefore, to improve the decision-making of government crisis, we must overcome the information blockade and information isolation. In order to lay a solid information foundation for crisis decision making, the information processing and communication system with comprehensive coverage, transparency, high efficiency and convenience should be established.
