【摘要】：2015年是全面完成"十二五"規(guī)劃的收官之年,也是"十三五"規(guī)劃的謀劃元年,發(fā)現(xiàn)問(wèn)題、研判趨勢(shì)和解決問(wèn)題是謀劃元年的重中之重。我國(guó)正從網(wǎng)絡(luò)大國(guó)、數(shù)據(jù)大國(guó)邁向網(wǎng)絡(luò)強(qiáng)國(guó)、數(shù)據(jù)強(qiáng)國(guó)。根據(jù)世界經(jīng)濟(jì)論壇(WEF)發(fā)布的《2015年全球信息技術(shù)報(bào)告》,我國(guó)也面臨互聯(lián)網(wǎng)人均帶寬偏低、移動(dòng)寬帶普及率有限、創(chuàng)新環(huán)境亟待改善三大短板。從提升寬帶能力、發(fā)展天地一體化網(wǎng)絡(luò)和創(chuàng)新應(yīng)用環(huán)境3個(gè)大方面,國(guó)內(nèi)寬帶網(wǎng)絡(luò)、國(guó)際網(wǎng)絡(luò)布局、移動(dòng)通信、空間基礎(chǔ)設(shè)施、應(yīng)用基礎(chǔ)設(shè)施和軟件定義網(wǎng)絡(luò)6個(gè)子方向進(jìn)行現(xiàn)狀分析和國(guó)際對(duì)比,并給出政策建議。
[Abstract]:2015 is the full completion of the "12th Five-Year" plan last year, is "13th Five-Year" planning the planning year, found the problem, analyzing and solving problems is the trend of planning priority among priorities. China is the first year of data from the power network, power towards network power, power data. According to the World Economic Forum (WEF) released the <2015 global information technology report ", China is also facing the Internet bandwidth per capita is low, mobile broadband penetration is limited, innovation environment needs to be improved. From the three short board to promote broadband capacity, the 3 major aspects of the development of world integration and innovation network application environment, domestic and international broadband network, network layout, mobile communication, space based facilities, analyzed the status quo of international and comparative application infrastructure and software defined network 6 aspects, and gives policy recommendations.
