【摘要】:自2008年9月30日,通信行業(yè)拆分合并重組以來(lái),中國(guó)電信收購(gòu)了原中國(guó)聯(lián)通的CDMA網(wǎng)絡(luò),中國(guó)聯(lián)通合并中國(guó)網(wǎng)通改名新聯(lián)通,中國(guó)移動(dòng)與中國(guó)鐵通合并,最終形成了電信業(yè)三大運(yùn)營(yíng)商互相競(jìng)爭(zhēng)的局面。2009年,中國(guó)電信借助CDMA技術(shù)及頻段的優(yōu)勢(shì)平滑升級(jí)到EVDO網(wǎng)絡(luò),并逐步確立領(lǐng)先優(yōu)勢(shì),成為覆蓋最廣、穩(wěn)定性最高的3G網(wǎng)絡(luò)。2015年2月27日工業(yè)和信息化部正式向中國(guó)聯(lián)通、中國(guó)電信發(fā)放了FDD-LTE網(wǎng)絡(luò)制式的4G許可牌照。由此,我國(guó)全面進(jìn)入4G規(guī)模商用時(shí)代。三大運(yùn)營(yíng)商為了爭(zhēng)取用戶份額的戰(zhàn)斗即將打響,2015年也注定成為中國(guó)通信發(fā)展史上非常重要的一年。LTE技術(shù)的發(fā)展為電信帶來(lái)了新的機(jī)遇和挑戰(zhàn)。因?yàn)長(zhǎng)TE網(wǎng)絡(luò)建設(shè)項(xiàng)目存在包含的子項(xiàng)目繁多、工期進(jìn)度要求緊的特點(diǎn),所以在項(xiàng)目建設(shè)中容易遇到各種問(wèn)題。本文主要通過(guò)對(duì)吉林電信LTE網(wǎng)絡(luò)建設(shè)項(xiàng)目的風(fēng)險(xiǎn)管理現(xiàn)狀和存在的主要問(wèn)題進(jìn)行分析,研究更加適合通信企業(yè)建設(shè)項(xiàng)目特點(diǎn)的風(fēng)險(xiǎn)管理方法。文章首先對(duì)吉林電信LTE網(wǎng)絡(luò)建設(shè)項(xiàng)目風(fēng)險(xiǎn)管理現(xiàn)狀和存在的問(wèn)題進(jìn)行分析,其次將吉林電信LTE網(wǎng)絡(luò)建設(shè)項(xiàng)目作為主要對(duì)象,通過(guò)對(duì)吉林電信LTE網(wǎng)絡(luò)建設(shè)項(xiàng)目分別進(jìn)行風(fēng)險(xiǎn)識(shí)別和風(fēng)險(xiǎn)評(píng)估,最終提出行之有效的風(fēng)險(xiǎn)管理措施以及監(jiān)控手段。發(fā)現(xiàn)吉林電信LTE網(wǎng)絡(luò)建設(shè)項(xiàng)目中顯而易見(jiàn)現(xiàn)存的或潛在的風(fēng)險(xiǎn)因素,通過(guò)上述管理措施或控制手段有效降低項(xiàng)目風(fēng)險(xiǎn)。
[Abstract]:Since September 30th 2008, when the communications industry was split and reorganized, China Telecom has acquired the CDMA network of former China Unicom. China Unicom has merged with China Netcom to change its name to new Unicom, and China Mobile and China Railcom have merged. In 2009, China Telecom smoothly upgraded to EVDO network with the advantage of CDMA technology and frequency band, and gradually established its leading advantage, becoming the widest coverage. The most stable 3G network. In February 27th 2015, the Ministry of Industry and Information Technology officially issued the 4G license for FDD-LTE network standard to China Unicom. China has entered the 4G scale commercial era. The battle of the three major operators for customer share is about to begin, 2015 is also destined to become a very important year in the history of China's communications development. LTE technology for telecommunications has brought a new. Opportunities and challenges. Because there are many sub-projects in the LTE network construction project, Because of the tight schedule, it is easy to meet various problems in the construction of the project. This paper mainly analyzes the risk management status and the main problems of Jilin Telecom LTE network construction project. This paper studies the risk management methods which are more suitable for the characteristics of telecommunication enterprise construction projects. Firstly, this paper analyzes the present situation and existing problems of Jilin Telecom LTE network construction project risk management. Secondly, Jilin Telecom LTE network construction project as the main object, through the Jilin Telecom LTE network construction project risk identification and risk assessment, Finally, effective risk management measures and monitoring measures are put forward. It is found that the obvious existing or potential risk factors in Jilin Telecom LTE network construction project, through the above management measures or control measures to effectively reduce the project risk.
