【摘要】：“寬帶戰(zhàn)略”是中國(guó)聯(lián)通(原中國(guó)網(wǎng)通)三大品牌戰(zhàn)略之一,“光速城市”行動(dòng)是中國(guó)聯(lián)通為實(shí)現(xiàn)企業(yè)戰(zhàn)略而組織實(shí)施的一個(gè)群組項(xiàng)目,旨在通過(guò)改善接入層的網(wǎng)絡(luò)質(zhì)量,提升業(yè)務(wù)質(zhì)量,增加寬帶業(yè)務(wù)的市場(chǎng)份額。由于群組項(xiàng)目時(shí)間長(zhǎng)、規(guī)模大、投資多、影響廣,涉及到跨部門(mén)、跨區(qū)域、跨專業(yè),具有組織機(jī)構(gòu)復(fù)雜、項(xiàng)目干系人眾多、項(xiàng)目管理復(fù)雜等特點(diǎn),因此如何提高群組項(xiàng)目管理水平,使項(xiàng)目投資盡快轉(zhuǎn)化為企業(yè)收益,迅速提升企業(yè)核心競(jìng)爭(zhēng)力,已成為電信企業(yè)管理所面臨的新挑戰(zhàn)、新課題。 本論文以作者親身參與的X公司“光速城市”行動(dòng)為案例進(jìn)行項(xiàng)目群管理研究。首先,系統(tǒng)地學(xué)習(xí)研究了國(guó)內(nèi)外項(xiàng)目群組管理理論,對(duì)“光速城市”項(xiàng)目前期管理中存在的問(wèn)題進(jìn)行診斷分析,提出解決措施,引入了項(xiàng)目群管理模式。其次,結(jié)合案例重點(diǎn)對(duì)項(xiàng)目群管理的關(guān)鍵問(wèn)題：項(xiàng)目群構(gòu)建、項(xiàng)目群組織、項(xiàng)目群進(jìn)度管理進(jìn)行實(shí)踐、研究,取得一定的研究成果,并通過(guò)效果評(píng)價(jià)得以驗(yàn)證。再次,將項(xiàng)目群管理取得的經(jīng)驗(yàn)進(jìn)行匯總提煉,提出通信行業(yè)項(xiàng)目群管理的應(yīng)用模式。最后,總結(jié)了主要研究結(jié)論、建議和有待進(jìn)一步研究的問(wèn)題。 本文提出的獨(dú)立見(jiàn)解：一是建立了項(xiàng)目群目標(biāo)分解結(jié)構(gòu)(POBS)和實(shí)施步驟,用以確定項(xiàng)目群目標(biāo)。二是項(xiàng)目選擇要圍繞項(xiàng)目群目標(biāo),必須包括配套項(xiàng)目和必要的日常運(yùn)營(yíng)類(lèi)工作。三是通過(guò)建立實(shí)驗(yàn)環(huán)境,可將項(xiàng)目群關(guān)鍵路徑中的串行項(xiàng)目轉(zhuǎn)換到非關(guān)鍵路徑并行實(shí)施,縮短關(guān)鍵路徑。四是建立了通信行業(yè)項(xiàng)目群管理的應(yīng)用模式。 本論文對(duì)通信行業(yè)基于戰(zhàn)略的項(xiàng)目群管理實(shí)踐與研究具有一定的參考價(jià)值。
[Abstract]:The "Broadband Strategy" is one of the three brand strategies of China Unicom (formerly China Netcom). The "Lightspeed City" initiative is a group project organized by China Unicom to implement its corporate strategy, aimed at improving the quality of the network at the access layer. Improve the service quality and increase the market share of broadband service. Because of the long time, large scale, large investment and wide influence of group projects, they involve cross-sector, cross-regional, cross-professional, complex organization, and numerous project stakeholders. Project management is complex, so how to improve the level of group project management, make the project investment into enterprise income as soon as possible, and rapidly enhance the core competitiveness of enterprises, has become a new challenge and new topic of telecom enterprise management. In this paper, the author takes X Company's "Light Speed City" operation as a case to study project group management. Firstly, the author studies the theory of project group management at home and abroad. Based on the diagnosis and analysis of the problems existing in the Prophase management of the "light speed city" project, the solutions are put forward, and the project group management mode is introduced. Secondly, the key problems of the project group management are discussed in the light of the case: the construction of the project group, the organization of the project group, the construction of the project group, Project group schedule management practice, research, obtain certain research results, and through the evaluation of the effect can be verified. Thirdly, the project group management experience is summarized and refined, The application mode of project group management in communication industry is put forward. Finally, the main research conclusions, suggestions and problems to be further studied are summarized. The independent opinions put forward in this paper are as follows: first, the project group objective decomposition structure (POBS) is established and the implementation steps are used to determine the project group objective; the second is that the project selection should revolve around the project group goal. It must include supporting projects and necessary daily operation work. Third, by establishing the experimental environment, the serial projects in the critical path of the project group can be converted to the non-critical path to be implemented in parallel. Fourth, the application mode of project group management in communication industry is established. This paper has certain reference value to the communication industry project group management practice and research based on strategy.
