【摘要】:中國(guó)的通信行業(yè)近二十多年來(lái)高速發(fā)展,建成了全世界最大的通信網(wǎng)絡(luò)、寬帶數(shù)據(jù)網(wǎng)絡(luò)、無(wú)線網(wǎng)絡(luò),為世界上最大的用戶群體服務(wù),也為中國(guó)經(jīng)濟(jì)的繁榮發(fā)展提供了通信保障和信息化服務(wù)支撐,為提高生產(chǎn)效率、促進(jìn)商業(yè)交流做出了巨大貢獻(xiàn)。在這基礎(chǔ)上,整個(gè)通信行業(yè)已經(jīng)形成了一系列完整的產(chǎn)業(yè)鏈,通信勘察設(shè)計(jì)企業(yè)作為通信工程建設(shè)的排頭兵,在整個(gè)通信網(wǎng)絡(luò)的建設(shè)過(guò)程中承擔(dān)整體統(tǒng)籌規(guī)劃、制定方案、控制造價(jià)、指導(dǎo)施工等工作。由于體制的原因,勘察設(shè)計(jì)企業(yè)基本都是由原來(lái)的運(yùn)營(yíng)商重組改制形成,具有天然的國(guó)企背景和政策保護(hù)優(yōu)勢(shì)。而近年來(lái),隨著國(guó)家政策、產(chǎn)業(yè)環(huán)境、社會(huì)發(fā)展等的影響,產(chǎn)業(yè)鏈上的每一個(gè)環(huán)節(jié)都受到不同程度的影響。通信勘察設(shè)計(jì)行業(yè)也面臨著通信勘察設(shè)計(jì)市場(chǎng)向社會(huì)開放,降低準(zhǔn)入門檻,建設(shè)項(xiàng)目強(qiáng)制公開招標(biāo),企業(yè)及個(gè)人資質(zhì)進(jìn)一步放開等宏觀政策的負(fù)面因素;同時(shí)運(yùn)營(yíng)商之間競(jìng)爭(zhēng)愈發(fā)激烈,運(yùn)營(yíng)成本不斷壓縮,導(dǎo)致工程建設(shè)環(huán)節(jié)的費(fèi)用下調(diào),其中就包括勘察設(shè)計(jì)費(fèi);在資費(fèi)下調(diào)的同時(shí),服務(wù)要求卻不斷提升,通信勘察設(shè)計(jì)企業(yè)的人均勞產(chǎn)率不斷下降,經(jīng)營(yíng)壓力變大。另外還有各設(shè)計(jì)院之間放開競(jìng)爭(zhēng)以及社會(huì)生活成本的攀升,都對(duì)企業(yè)經(jīng)營(yíng)帶來(lái)沖擊。在這種情況下,通信勘察設(shè)計(jì)企業(yè)如何規(guī)避外部的不利因素,保持自身競(jìng)爭(zhēng)優(yōu)勢(shì),保持業(yè)務(wù)結(jié)構(gòu)的穩(wěn)定和收入的增長(zhǎng)應(yīng)該是每一個(gè)經(jīng)營(yíng)管理人員思考的問(wèn)題。本文就是在這種情況下,根據(jù)企業(yè)戰(zhàn)略管理及轉(zhuǎn)型理論,以廣東省電信規(guī)劃設(shè)計(jì)院有限公司(以下簡(jiǎn)稱廣東設(shè)計(jì)院)作為對(duì)象,研究通信設(shè)計(jì)企業(yè)如何進(jìn)行戰(zhàn)略轉(zhuǎn)型。在本論文中,通過(guò)企業(yè)戰(zhàn)略管理及轉(zhuǎn)型理論的思想,以競(jìng)爭(zhēng)五力和SWOT分析為手段,首先從通信設(shè)計(jì)企業(yè)的行業(yè)發(fā)展歷程、行業(yè)規(guī)模,行業(yè)存在的政策背景入手,了解大的宏觀狀態(tài),然后找出行業(yè)中的五個(gè)競(jìng)爭(zhēng)要素,結(jié)合行業(yè)目前變革的背景來(lái)規(guī)劃行業(yè)未來(lái)的競(jìng)爭(zhēng)格局和生存狀態(tài),提出行業(yè)未來(lái)的發(fā)展方向。即通信設(shè)計(jì)企業(yè)之間的競(jìng)爭(zhēng)會(huì)進(jìn)一步市場(chǎng)化,服務(wù)的性價(jià)比越來(lái)越高,而行業(yè)壁壘會(huì)逐步打破,更多的競(jìng)爭(zhēng)者隨時(shí)都有機(jī)會(huì)進(jìn)入市場(chǎng),而產(chǎn)品購(gòu)買者即通信運(yùn)營(yíng)商則更希望看到競(jìng)爭(zhēng)的局面,甚至?xí)苿?dòng)競(jìng)爭(zhēng)格局。從企業(yè)生命周期來(lái)看,目前設(shè)計(jì)企業(yè)的行業(yè)生命周期已經(jīng)步入成熟期,接下來(lái)幾年內(nèi)的通信設(shè)計(jì)業(yè)必然逐步轉(zhuǎn)向衰退期,而整個(gè)產(chǎn)業(yè)也正在向薄利時(shí)代邁進(jìn)。而未來(lái)的通信勘察設(shè)計(jì)企業(yè),應(yīng)該是一個(gè)低運(yùn)營(yíng)成本、掌握核心技術(shù)能力,同時(shí)具有優(yōu)質(zhì)高效的組織運(yùn)營(yíng)體系,才能在未來(lái)激烈的市場(chǎng)競(jìng)爭(zhēng)環(huán)境下生存及發(fā)展壯大,這也是廣東設(shè)計(jì)院的發(fā)展方向。在接下來(lái),通過(guò)對(duì)廣東設(shè)計(jì)院整體概況的描述和SWOT分析,找出其內(nèi)部存在的問(wèn)題,制定出新的戰(zhàn)略轉(zhuǎn)型目標(biāo)、原則和思路,并以此為基礎(chǔ),主要從組織架構(gòu)、制度流程及支撐系統(tǒng)、考核與激勵(lì)三方面做出具體措施方案,緊密圍繞企業(yè)轉(zhuǎn)型目標(biāo),并補(bǔ)充轉(zhuǎn)型過(guò)程中應(yīng)注意的問(wèn)題。通過(guò)上述的研究,我們可以對(duì)整個(gè)通信設(shè)計(jì)行業(yè)的發(fā)展有一個(gè)清晰的認(rèn)識(shí),同時(shí)對(duì)廣東設(shè)計(jì)院在接下來(lái)的發(fā)展和運(yùn)營(yíng)提出轉(zhuǎn)型建議,從戰(zhàn)略的層面推進(jìn)企業(yè)又好又快地發(fā)展。
[Abstract]:China communications industry for nearly more than 20 years of rapid development, has built the world's largest communications network, broadband data network, wireless network, service user group is the largest in the world, also for the prosperity and development of Chinese economy provides communication security and information service support, in order to improve the production efficiency, made a great contribution to promote business exchanges. On this basis, the entire communications industry has formed a series of complete industrial chain, communication survey and design enterprises as the vanguard of communication engineering construction, in the construction process of the whole communication network for overall planning, planning, cost control, construction and other work. Due to the system, survey and design enterprises they are formed by the original operators restructuring, has a natural advantage of state-owned background and policy protection. In recent years, with the national industrial policy, environment, society Effect of development, every aspect of the industry chain are subject to different degrees. The communication survey and design industry is also faced with communication survey and design market open to the society, reduce the access threshold, the construction project of compulsory public bidding, the negative factors of corporate and individual qualifications further liberalization of macro policies; at the same time, competition between operators increasingly intense, operating costs continue to compression, resulting in construction costs down, including the survey and design fees; in the tariff reduction and service requirements are constantly improve, communication survey and design enterprises per capita labor productivity decline, operating pressure becomes larger. In addition there are between the design institutes in open competition and rising cost of social life. That has had great impact on the operation of a company. In this case, how to avoid the adverse factors of the external communication survey and design enterprises, maintain their own competitive advantage, Keep the business structure stability and income growth should be every management personnel problems. This article is in this case, according to the enterprise strategic management and transformation theory, taking Guangdong province telecommunication Planning Design Institute Co. Ltd. (hereinafter referred to as the Guangdong Design Institute) as the object, how to design the communication enterprise strategic transformation research in this paper, through the enterprise strategic management and transformation theory, with competition and SWOT analysis, from the first communication design industry development, industry scale, industry policy background, understanding the macroscopic state, and then find out the five competitive factors in the industry, with the industry the change of the background of planning industry competition pattern of the future and the survival of the state, the future direction of development of the industry. The communication between design of enterprise competition will step into the market, Service more cost-effective, and trade barriers will be gradually broken, more competitors will always have the opportunity to enter the market, and the product that buyers communication operators prefer to see the competition situation, and even promote competition. From the view of the enterprise life cycle, the design of industry life cycle has entered a mature stage, the next within a few years the design of communication industry will gradually shift to a recession, but the whole industry is to small profits era. And the future of Communication Survey and design enterprises, should be a low operation cost, grasp the core technology ability, and has high quality and efficient operation system, in order to grow and develop to survive the fierce market competition environment the future development direction, this is also the Guangdong Design Institute. In the following, through the description and Analysis on the overall situation of Guangdong SWOT Design Institute, to find out the internal The problem, formulate strategic transformation goals, principles and ideas, and on this basis, mainly from the organizational structure, system and support system, make specific measures of assessment and incentive scheme three, closely around the goal of business transformation, and the problems that should be noticed in the process of transition. Through the research above, there are a clear understanding of the development of the whole communication we can design industry, while the Guangdong Design Institute proposed transformation suggestions in the next development and operation, promote the sound and fast development of enterprises from the strategic level.
