【摘要】：目前,在通信行業(yè)項(xiàng)目投資管理中,后評(píng)價(jià)越來越受到管理層的重視。所謂項(xiàng)目后評(píng)價(jià),是指當(dāng)投資項(xiàng)目完成后,對(duì)項(xiàng)目的目標(biāo)、過程、效益、影響和持續(xù)性等進(jìn)行全面、系統(tǒng)的分析,通過對(duì)項(xiàng)目實(shí)際達(dá)到的情況與項(xiàng)目期望達(dá)到的情況進(jìn)行比較,來評(píng)估該項(xiàng)目是否達(dá)到預(yù)期的目的,并且從中總結(jié)項(xiàng)目成功、失敗的原因,為今后類似投資項(xiàng)目的決策、項(xiàng)目管理提供參考與指導(dǎo)。沒有后評(píng)價(jià)的項(xiàng)目投資是一個(gè)開環(huán)的體系,在項(xiàng)目投資與建設(shè)中的不足得不到反饋,因此也作用不到后面的投資項(xiàng)目中。后評(píng)價(jià)環(huán)節(jié)則使得項(xiàng)目管理成為一個(gè)閉環(huán)的系統(tǒng),使得在項(xiàng)目整體與過程中的偏差能夠得到反饋,指導(dǎo)今后的投資項(xiàng)目,確保投資質(zhì)量。 本課題主要選擇對(duì)上海移動(dòng)城域傳送匯聚環(huán)擴(kuò)容工程進(jìn)行后評(píng)價(jià),從目標(biāo)、過程、效益、影響、持續(xù)性這五個(gè)方面對(duì)該項(xiàng)目進(jìn)行全方位評(píng)價(jià),最大限度地、真實(shí)客觀地反映項(xiàng)目的全貌,即不僅能反映項(xiàng)目的投資過程,還要能分析其生產(chǎn)經(jīng)營過程；不僅能反映項(xiàng)目的投資經(jīng)濟(jì)效益,還要能反映其社會(huì)效益、環(huán)境效益等。一方面發(fā)現(xiàn)項(xiàng)目中存在的問題,反饋到工程實(shí)施的各個(gè)部門中,并加以改進(jìn)；一方面為決策層科學(xué)的投資決策提供依據(jù)和參考,優(yōu)化投資項(xiàng)目。
[Abstract]:At present, in the investment management industry communication project, post evaluation has attracted more and more attention of management. The so-called post project evaluation refers to the investment project after the completion of the project objectives, process, effectiveness, impact and sustainability of a comprehensive, systematic analysis and comparison with actual project achieved by up to project expectations, to assess whether the project to achieve the intended purpose, and summarize the success of the project, the reasons for the failure, for the future similar project investment decision-making, to provide reference and guidance for project management. No post evaluation of project investment is an open loop system, in the project investment and construction the problem is not so feedback, not to the back of the investment project. After the evaluation of project management becomes part of a closed system, the deviation in the process of the whole project and to receive feedback to To guide future investment projects to ensure the quality of investment.
The main topic selection of Shanghai mobile metropolitan transport convergence ring expansion project post evaluation, from the target, process, effectiveness, impact, sustainability of the five aspects of a comprehensive evaluation of the project, to maximize, objectively reflect the project picture, which can not only reflect the process of investment projects, but also can analysis the production management process; project investment can not only reflect the economic benefits, but also can reflect the social benefits, environmental benefits and so on. On the one hand, find the question existing in the project, feedback to the various departments for the implementation of the project, and make improvements; on the one hand to provide basis and reference for decision-making the scientific investment decision, optimize investment project.
