【摘要】：正大國治理需要大國財(cái)政和創(chuàng)新思維。著眼于國家治理體系和治理能力現(xiàn)代化目標(biāo)實(shí)現(xiàn)的大國財(cái)政應(yīng)當(dāng)秉承大公共資源配置理念而發(fā)揮更大的引導(dǎo)性、撬動(dòng)性功能。預(yù)算管理和資產(chǎn)管理是大國財(cái)政驅(qū)動(dòng)國家治理缺一不可的"車之雙輪"。加強(qiáng)公共資產(chǎn)研究是推動(dòng)資產(chǎn)管理創(chuàng)新發(fā)展的基本要求。2016年2月28日財(cái)政部財(cái)政科學(xué)研究所正式更名為中國財(cái)政科學(xué)研究院,
[Abstract]:The governance of the great powers requires the finance and innovative thinking of the great powers. The finance of big countries, which focuses on the modernization of national governance system and governance ability, should adhere to the concept of allocation of large public resources and play a more guiding and prying function. Budget management and asset management are indispensable "two wheels" of national governance driven by finance in big countries. Strengthening the research on public assets is the basic requirement to promote the innovation and development of asset management. On February 28, 2016, the Institute of Fiscal Science of the Ministry of Finance officially changed its name to China Institute of Fiscal Sciences.
