【摘要】：隨著我國(guó)老齡化進(jìn)程的加速,如何養(yǎng)老已經(jīng)成為社會(huì)各方關(guān)注的焦點(diǎn)問題。黨的十八屆三中全會(huì)以來,國(guó)家密集出臺(tái)多項(xiàng)政策文件,積極推廣政府向社會(huì)力量購買養(yǎng)老服務(wù)。在政策支持和社會(huì)需求的雙重刺激下,各地紛紛試水開展政府購買養(yǎng)老服務(wù)的實(shí)踐,并取得了積極成效。但與此同時(shí),受制于客觀環(huán)境的各種制約,政府購買養(yǎng)老服務(wù)的發(fā)展尚面臨諸多困難和問題亟須解決。本文以安徽省為例,在分析政府購買養(yǎng)老服務(wù)的現(xiàn)狀的基礎(chǔ)上,梳理存在的問題并提出相關(guān)政策建議。
[Abstract]:With the acceleration of aging process in China, how to provide for the aged has become the focus of social attention. Since the third Plenary session of the 18th CPC Central Committee, the state has issued a number of policy documents, actively promoting the government to buy pension services from social forces. Under the dual stimulation of policy support and social demand, many places have tried to carry out the practice of government purchasing pension services, and have achieved positive results. But at the same time, subject to the constraints of the objective environment, the development of government purchase of pension services still faces many difficulties and problems that need to be solved urgently. Taking Anhui Province as an example, on the basis of analyzing the present situation of government purchasing pension services, this paper combs the existing problems and puts forward some relevant policy suggestions.
