【摘要】：正1.建立專業(yè)的組織管理體系。管理學(xué)理論認(rèn)為,當(dāng)數(shù)據(jù)成為組織的一項(xiàng)獨(dú)立資源時(shí),需要一個(gè)專業(yè)的機(jī)構(gòu)管理,才能明確責(zé)任,提高管理效率。早在1965年,美國(guó)白宮的行政管理預(yù)算局就提出聯(lián)邦政府成立統(tǒng)一的"數(shù)據(jù)中心",把政府所有部門的數(shù)據(jù)連接、集中、融合起來(lái),建立大型數(shù)據(jù)庫(kù)。美國(guó)總統(tǒng)奧巴馬一上任就任命了美國(guó)聯(lián)邦政府的首席信息官和首席技術(shù)官。2010年,美國(guó)聯(lián)邦政府聯(lián)邦通信委員會(huì)還率先設(shè)置了首席數(shù)據(jù)
