【摘要】：公共財政支出作為推動城鎮(zhèn)化的重要資金來源,是保障城鎮(zhèn)基礎(chǔ)設(shè)施建設(shè),實現(xiàn)基本公共服務(wù)均等化的重要途徑。本文通過構(gòu)建財政支出與城鎮(zhèn)化、城鄉(xiāng)居民收入差距的實證模型,分析了財政對帶動我國城鎮(zhèn)化發(fā)展的重要支持作用。通過構(gòu)建VAR模型與實證分析,結(jié)果證明:1.公共財政支出是促進我國城鎮(zhèn)化進程的重要支撐力量,滯后一期的公共財政支出擴大1%可以促進城鎮(zhèn)化率提高0.0375%;2.公共財政支出對城鎮(zhèn)化的影響具有一定時滯性,財政支出在長期對城鎮(zhèn)化率的提高作用更為明顯;3.公共財政支出在短期會促進城鄉(xiāng)收入差距擴大,但公共財政支出長期內(nèi)會有助于縮小城鄉(xiāng)收入差距,滯后二期的公共財政支出增長1%可以導(dǎo)致城鄉(xiāng)收入差距減少0.7312%,加大公共財政支出是促進城鄉(xiāng)基本公共服務(wù)均等化的重要途徑。
[Abstract]:As an important source of funds to promote urbanization, public financial expenditure is an important way to ensure the construction of urban infrastructure and realize the equality of basic public services. Based on the empirical model of fiscal expenditure, urbanization and income gap between urban and rural residents, this paper analyzes the important supporting role of finance in promoting the development of urbanization in China. Through the construction of VAR model and empirical analysis, the results show that: 1. Public financial expenditure is an important supporting force to promote the process of urbanization in China. The 1% expansion of public financial expenditure lagging behind in the first phase can promote the urbanization rate by 0.0375%. The influence of public financial expenditure on urbanization has a certain delay, and the effect of fiscal expenditure on urbanization rate is more obvious in the long run. 3. Public financial expenditure will promote the widening of the urban-rural income gap in the short term, but public financial expenditure will help narrow the urban-rural income gap in the long run. The 1% growth in public financial expenditure lagging behind in the second phase can lead to a reduction of 0.7312% in the urban-rural income gap. Increasing public financial expenditure is an important way to promote the equality of basic public services in urban and rural areas.
