【摘要】：本文利用甘肅省各市州財(cái)政轉(zhuǎn)移支付數(shù)據(jù)和生產(chǎn)總值數(shù)據(jù),采用理論分析和實(shí)證分析相結(jié)合的方法,考察了甘肅省財(cái)政轉(zhuǎn)移支付對市州經(jīng)濟(jì)增長的不同影響。本文主要研究了甘肅省的地區(qū)發(fā)展現(xiàn)狀以及財(cái)政轉(zhuǎn)移支付對市州經(jīng)濟(jì)增長的影響效果等問題。通過分析得出的結(jié)論為財(cái)政轉(zhuǎn)移支付對甘肅省不同市州的影響效應(yīng)不同,以及不同的財(cái)政轉(zhuǎn)移支付類型對經(jīng)濟(jì)增長的影響程度也是不相同的,由此為甘肅省運(yùn)用財(cái)政轉(zhuǎn)移支付政策來縮小各市州間經(jīng)濟(jì)差距提供了一些參考。針對甘肅省的情況,本文的主要發(fā)現(xiàn)如下:一般性轉(zhuǎn)移支付會對經(jīng)濟(jì)增長產(chǎn)生持續(xù)的顯著影響;專項(xiàng)轉(zhuǎn)移支付中要求配套的補(bǔ)助形式因甘肅省財(cái)政困難反而不利于經(jīng)濟(jì)增長,相比數(shù)額較大的非配套補(bǔ)助形式更適合甘肅省各市州的實(shí)際情況,有利于促進(jìn)經(jīng)濟(jì)增長。另外,財(cái)政轉(zhuǎn)移支付更利于促進(jìn)甘肅省一些發(fā)達(dá)市州的經(jīng)濟(jì)增長,也就是說,財(cái)政轉(zhuǎn)移支付在甘肅省經(jīng)濟(jì)發(fā)達(dá)市比經(jīng)濟(jì)落后市有更高的邊際產(chǎn)出。本文認(rèn)為,實(shí)現(xiàn)經(jīng)濟(jì)均衡增長應(yīng)當(dāng)兼顧效率與公平,以不影響市場機(jī)制運(yùn)行為作為前提條件。因此,要完善財(cái)政轉(zhuǎn)移支付制度,縮小地區(qū)間經(jīng)濟(jì)發(fā)展差距,合理調(diào)整財(cái)政轉(zhuǎn)移支付結(jié)構(gòu),兼顧公平和效率,合理的分配財(cái)力,實(shí)現(xiàn)地區(qū)間的公共服務(wù)均等化。
[Abstract]:The paper makes use of the data of the financial transfer and the data of the gross domestic product in the state of Gansu, and uses the method of combining the theory analysis and the empirical analysis to examine the different effects of the financial transfer payment on the economic growth of the state. This paper mainly studies the status of regional development in Gansu and the effect of financial transfer on the economic growth of the city. The conclusion is that the effect of the financial transfer payment on the different city states in Gansu is different, and the different types of financial transfer payments are different to the economic growth. Therefore, it provides some references for Gansu Province to use the fiscal transfer payment policy to narrow the economic gap between the various cities. In the light of the situation in Gansu, the main findings of this paper are as follows: the general transfer payment will have a lasting and significant effect on the economic growth; the special transfer payment will require a matching form of subsidies which is not conducive to economic growth because of the financial difficulties in Gansu Province. Compared with a large number of non-matched supplementary forms, it is more suitable for the actual situation of the state in various cities of Gansu, and is conducive to the promotion of economic growth. In addition, the financial transfer payment is more conducive to the economic growth of some developed cities in Gansu, that is, the financial transfer payment has higher marginal output in the economically developed market of Gansu Province than in the economic backward market. In this paper, the realization of economic equilibrium growth should take into account the efficiency and equity, so as to not affect the operation of the market mechanism as a precondition. Therefore, to perfect the financial transfer payment system, to narrow the gap between the regional economic development and the reasonable adjustment of the financial transfer payment structure, to balance the fairness and efficiency, to allocate the financial resources reasonably, and to realize the equalization of public services between the regions.
