【摘要】：韓國(guó)為順利推進(jìn)其自由貿(mào)易區(qū)、自由貿(mào)易協(xié)議(FTA)戰(zhàn)略,采取"先補(bǔ)救、后批準(zhǔn)"策略,即在國(guó)會(huì)批準(zhǔn)某一FTA之前,政府先出臺(tái)一系列農(nóng)業(yè)補(bǔ)救措施,一方面補(bǔ)償因履行FTA而遭受損失的農(nóng)戶收入,另一方面通過(guò)財(cái)政及稅收支援提高農(nóng)業(yè)競(jìng)爭(zhēng)力、改善農(nóng)業(yè)體質(zhì)。本文闡述了韓國(guó)在韓智FTA及韓美FTA背景下所采取的農(nóng)業(yè)補(bǔ)救措施,并對(duì)其進(jìn)行了評(píng)價(jià)。
[Abstract]:In order to smoothly advance its free trade zone and free trade agreement (FTA) strategy, South Korea has adopted a "remedy first, then approved" strategy, that is, before the National Assembly approves a certain FTA, the government will first introduce a series of agricultural remedies. On the one hand, it compensates for the loss of farmers' income because of fulfilling FTA, on the other hand, improves agricultural competitiveness and improves agricultural constitution through financial and tax support. In this paper, the agricultural remediation measures taken by Korea under the background of Hanzhi FTA and Korean American FTA are described and evaluated.
