【摘要】：正首先,要以政府為主導(dǎo),建立政府—市場(chǎng)相結(jié)合的生態(tài)服務(wù)付費(fèi)機(jī)制。雖然生態(tài)功能區(qū)財(cái)政補(bǔ)償資金的名義負(fù)擔(dān)者是中央政府和生態(tài)受益區(qū)政府,但從最終使用人和受益人的角度看,該費(fèi)用的最終承擔(dān)者應(yīng)當(dāng)追溯到市場(chǎng)層面污染環(huán)境或利用資源的企業(yè)和個(gè)人,黨的十八屆三中全會(huì)上也重點(diǎn)提出了"要實(shí)行資源有償使用制度,堅(jiān)持使用資源付費(fèi)和誰(shuí)污染環(huán)境、誰(shuí)破壞生態(tài)誰(shuí)付費(fèi)原則,推行節(jié)能量、碳排放權(quán)、排污權(quán)、水權(quán)交易制度,建立吸引社會(huì)資本投入生態(tài)環(huán)境
