【摘要】：在地方財(cái)政支出項(xiàng)目中,"其他支出"常常被人忽視,甚至在"其他支出"中還有一個(gè)"其他支出"細(xì)項(xiàng),從而為一些沒有支出名目的項(xiàng)目提供了"避風(fēng)港"�；�1996-2006年中國(guó)地方財(cái)政支出省級(jí)面板數(shù)據(jù)進(jìn)行的實(shí)證分析結(jié)果顯示,地方腐敗與"其他支出"在地方財(cái)政支出中的比重呈顯著正相關(guān)關(guān)系,即腐敗程度越高,"其他支出"所占比重越大,證實(shí)了腐敗行為對(duì)地方財(cái)政支出結(jié)構(gòu)造成的扭曲效應(yīng)。分析結(jié)果還表明,開放程度與"其他支出"所占比重呈顯著負(fù)相關(guān),即一個(gè)地區(qū)的開放程度越高,"其他支出"在地方財(cái)政支出中的比重就越少。
[Abstract]:In local expenditure items, "other expenditures" are often ignored, and even in "other expenditures" there is a "other expenditure" item, thus providing a "safe haven" for some projects that do not have a spending name. Based on the provincial panel data of Chinese local fiscal expenditure from 1996 to 2006, the results show that the proportion of local corruption and "other expenditure" in local fiscal expenditure is significantly positive correlation, that is, the higher the degree of corruption, the higher the degree of corruption. The larger proportion of other spending confirms the distorting effect of corruption on local fiscal spending structure. The results also show that there is a significant negative correlation between the degree of openness and the proportion of "other expenditure", that is, the higher the degree of openness in a region, the less proportion of "other expenditure" in local financial expenditure.
