【摘要】：本文分析了中國(guó)構(gòu)建綠色財(cái)稅制度體系的難點(diǎn)、障礙及破解之道,并提出了相關(guān)對(duì)策建議。首先,在難點(diǎn)和障礙方面,本文認(rèn)為中國(guó)現(xiàn)階段可從如何理順能源價(jià)格、完善綠色稅收制度、完善綠色財(cái)稅體系、完善其他配套體系等方面來(lái)分析;其次,在破解之道方面,本文也有針對(duì)性地從如何理順能源價(jià)格、如何完善綠色稅收制度體系、如何完善財(cái)稅政策進(jìn)行了相關(guān)路徑研究;最后,本文提出了以能源管理體制改革促進(jìn)能源價(jià)格改革、理順綠色租稅費(fèi)體系、完善財(cái)政支出政策、構(gòu)建綠色金融體系、其他配套制度改革等五個(gè)方面的對(duì)策建議。
[Abstract]:This paper analyzes the difficulties, obstacles and solutions to the construction of green fiscal and taxation system in China, and puts forward some relevant countermeasures and suggestions. First of all, in the aspects of difficulties and obstacles, this paper thinks that China can analyze how to straighten out the energy price, perfect the green tax system, perfect the green finance and taxation system, and perfect other supporting systems at present. Secondly, in the way to crack, this paper also focused on how to straighten out the energy price, how to improve the green tax system, how to improve the fiscal and tax policy. Finally, this paper puts forward five countermeasures and suggestions on promoting the reform of energy price with the reform of energy management system, straightening out the system of green rent and taxes, perfecting the policy of fiscal expenditure, constructing the green financial system, and reforming other supporting systems.
