【摘要】：國企利潤在社會中進行合理分配是國資預算制度的核心要義。我國現(xiàn)行國資預算支出分配"體內(nèi)循環(huán)"傾向明顯,國資預算支出結構中用于社會保障項目和分配調(diào)入公共財政預算、投入于民生支出的部分極有限;而與此同時,近年來我國社會保障的經(jīng)濟需求極大,社保資金需求日益增加,社�；鹞磥泶嬖诓粩嘣龃蟮奶澘�、赤字隱患。為此,應將國資預算作為社�；鸬囊粋�重要資金來源,逐步合理擴大國有企業(yè)利潤分配的比例和范圍,在保障公共財政用于轉移給民生方向的預算支出充足的同時,優(yōu)先將收繳的國資收益加大用于彌補日益擴大的社會保障基金的資金缺口。
[Abstract]:It is the core of the state-owned budget system to distribute the profits of state-owned enterprises in society. The current distribution of state capital budget expenditure has an obvious tendency of "internal circulation". The expenditure structure of the state capital budget is used for social security projects and allocated to the public financial budget, which is very limited in the expenditure on people's livelihood. At the same time, in recent years, the economic demand of social security in our country is great, the demand for social security funds is increasing day by day, the future of social security fund is increasing deficit, the hidden danger of deficit. To this end, the state capital budget should be regarded as an important source of funds for the social security fund, and the proportion and scope of profit distribution of state-owned enterprises should be expanded gradually and rationally, so as to ensure that the budget expenditure transferred from public finance to the people's livelihood is adequate at the same time. Priority will be given to increasing the collection of state-owned income to fill the gap in the growing Social Security Fund.
