【摘要】：農(nóng)業(yè)科技是確保國(guó)家糧食安全的基礎(chǔ)支撐,是突破資源環(huán)境約束的必然選擇,是加快現(xiàn)代農(nóng)業(yè)建設(shè)的決定力量,具有顯著的公共性、基礎(chǔ)性、社會(huì)性。因此,對(duì)財(cái)政農(nóng)業(yè)科技投入績(jī)效研究是非常必要的。首先,對(duì)農(nóng)業(yè)科技投入績(jī)效評(píng)價(jià)相關(guān)理論進(jìn)行了梳理,并對(duì)農(nóng)業(yè)科技投入績(jī)效評(píng)價(jià)在我國(guó)的發(fā)展情況進(jìn)行了詳細(xì)論述。其次,構(gòu)建了財(cái)政農(nóng)業(yè)科技投入績(jī)效評(píng)價(jià)體系。在分析財(cái)政農(nóng)業(yè)科技投入績(jī)效評(píng)價(jià)的“經(jīng)濟(jì)性、效率性、效益性(簡(jiǎn)稱(chēng)三E)、目標(biāo)和財(cái)政農(nóng)業(yè)科技投入特點(diǎn)的基礎(chǔ)上,提出了財(cái)政農(nóng)業(yè)科技投入績(jī)效評(píng)價(jià)的基本思路,財(cái)政農(nóng)業(yè)科技投入項(xiàng)目績(jī)效評(píng)價(jià)框架及評(píng)價(jià)標(biāo)準(zhǔn),財(cái)政農(nóng)業(yè)科技投入管理績(jī)效評(píng)價(jià)框架及評(píng)價(jià)標(biāo)準(zhǔn)和財(cái)政農(nóng)業(yè)科技投入績(jī)效評(píng)價(jià)流程。最后,對(duì)石家莊2012年度822萬(wàn)元財(cái)政資金資助的57個(gè)項(xiàng)目的績(jī)效進(jìn)行了實(shí)證分析。通過(guò)總體分析提煉出石家莊2012年度財(cái)政農(nóng)業(yè)科技投入績(jī)效的八個(gè)特點(diǎn),從課題、類(lèi)別、項(xiàng)目總體三個(gè)層面,應(yīng)用評(píng)價(jià)體系對(duì)石家莊2012年度財(cái)政農(nóng)業(yè)科技投入績(jī)效進(jìn)行了評(píng)價(jià),在分析存在問(wèn)題的基礎(chǔ)上提出了相應(yīng)的改進(jìn)建議。
[Abstract]:Agricultural science and technology is the basic support to ensure the national food security, the inevitable choice to break through the restriction of resources and environment, and the decisive force to speed up the construction of modern agriculture. It has remarkable publicity, foundation and sociality. Therefore, it is very necessary to study the performance of financial agricultural science and technology investment. First of all, the related theories of agricultural science and technology investment performance evaluation are combed, and the development of agricultural science and technology investment performance evaluation in China is discussed in detail. Secondly, the performance evaluation system of financial agricultural science and technology investment is constructed. On the basis of analyzing the "economy, efficiency and benefit" of the financial agricultural science and technology investment performance evaluation, the paper puts forward the basic idea of the financial agriculture science and technology investment performance evaluation on the basis of the three E), objectives and the characteristics of the finance agriculture science and technology investment. The performance evaluation framework and criteria of financial agricultural science and technology investment project, the performance evaluation framework and evaluation standard of financial agricultural science and technology input management, and the evaluation process of financial agricultural science and technology input performance evaluation. Finally, the performance of 57 projects supported by 8.22 million yuan financial funds in Shijiazhuang in 2012 is analyzed empirically. Eight characteristics of Shijiazhuang's financial agricultural science and technology input performance in 2012 were abstracted through overall analysis. The performance of Shijiazhuang 2012 financial agricultural science and technology input was evaluated from three aspects of subject, category and project overall, and the evaluation system was applied to evaluate the performance of Shijiazhuang 2012 financial agricultural science and technology input performance. Based on the analysis of the existing problems, the corresponding improvement suggestions are put forward.
