【摘要】：中國(guó)財(cái)政部于2015年明確提出在PPP項(xiàng)目的前期論證中,加入對(duì)財(cái)政承受能力的論證。英國(guó)有豐富PPP經(jīng)驗(yàn)及完備的項(xiàng)目數(shù)據(jù)庫(kù),故本文以英國(guó)為對(duì)象,研究其PPP項(xiàng)目中隱含的對(duì)財(cái)政承受力考量。文章以英國(guó)每年承擔(dān)的PPP債務(wù)規(guī)模反映財(cái)政承受力,借助實(shí)證,建立宏觀經(jīng)濟(jì)指標(biāo)、PPP合同資本價(jià)值二者與PPP債務(wù)之間的線性回歸關(guān)系。以實(shí)證結(jié)果為基礎(chǔ),對(duì)確保中國(guó)在財(cái)政承受力范圍內(nèi)開展PPP項(xiàng)目提出一些思考,旨在促使該模式真正發(fā)揮減輕政府債務(wù),提高公共服務(wù)質(zhì)量的作用。
[Abstract]:In 2015, the Chinese Ministry of Finance explicitly proposed to add a demonstration on fiscal affordability in the early stage of the PPP project. The UK has rich PPP experience and complete project database, so this paper takes the UK as an object to study the implicit financial endurance in its PPP project. In this paper, the scale of PPP debt assumed by the United Kingdom is used to reflect the financial endurance. With the help of empirical evidence, the paper establishes the linear regression relationship between the PPP contract capital value and the PPP debt and the macroeconomic index. Based on the empirical results, this paper puts forward some thoughts on ensuring China to carry out PPP projects within the scope of fiscal endurance, in order to make this model play a real role in reducing government debt and improving the quality of public services.
