【摘要】：近年來，隨著我國(guó)社會(huì)經(jīng)濟(jì)的快速發(fā)展，財(cái)政收入逐年提高，地方政府的投資規(guī)模不斷擴(kuò)大。伴隨著以城市基礎(chǔ)設(shè)施建設(shè)、環(huán)境整治建設(shè)為主的政府投資建設(shè)項(xiàng)目數(shù)量的大規(guī)模增長(zhǎng)，地方政府作為地區(qū)管理者，如何行之有效的對(duì)眾多形式復(fù)雜的政府投資建設(shè)項(xiàng)目進(jìn)行管理，是一個(gè)迫切需要研究、解答的問題。 本文通過分析現(xiàn)階段政府投資建設(shè)項(xiàng)目的建設(shè)、管理特點(diǎn)，并以項(xiàng)目管理知識(shí)體系為基礎(chǔ)，找出了目前政府投資建設(shè)項(xiàng)目管理工作上存在的不足。提出應(yīng)建立一套項(xiàng)目管理信息系統(tǒng)，提高西城區(qū)對(duì)政府投資項(xiàng)目的管理效率。 本文首先分析了系統(tǒng)的需求，通過充分的前期調(diào)研，全面的設(shè)計(jì)、分析，以信息化為途徑實(shí)現(xiàn)了一個(gè)既符合項(xiàng)目管理知識(shí)體系內(nèi)容、又符合當(dāng)下地方政府管理政府投資項(xiàng)目實(shí)際情況的項(xiàng)目管理信息系統(tǒng)。該系統(tǒng)包含項(xiàng)目庫(kù)子系統(tǒng)、項(xiàng)目資金審批系統(tǒng)、預(yù)算指標(biāo)管理系統(tǒng)、財(cái)政資金撥付管理系統(tǒng)以及報(bào)表系統(tǒng)等子系統(tǒng)模塊，全面的實(shí)現(xiàn)了政府投資建設(shè)項(xiàng)目的資金管理工作的需要。 在系統(tǒng)需求分析的基礎(chǔ)上，對(duì)系統(tǒng)進(jìn)行了詳細(xì)設(shè)計(jì)，包括軟硬件配置方案設(shè)計(jì)、應(yīng)用系統(tǒng)設(shè)計(jì)、數(shù)據(jù)庫(kù)設(shè)計(jì)等。 該系統(tǒng)的充分運(yùn)用，，幫助地方政府的財(cái)政管理部門實(shí)現(xiàn)了政府投資項(xiàng)目管理的科學(xué)化、精細(xì)化，從而實(shí)現(xiàn)了更好的為社會(huì)經(jīng)濟(jì)發(fā)展服務(wù)。
[Abstract]:In recent years, with the rapid development of our country's social economy, the fiscal revenue increases year by year, and the investment scale of local government expands constantly. With the large-scale growth of the number of government-invested construction projects mainly in the construction of urban infrastructure and environmental improvement, local governments as regional managers, How to effectively manage many complicated government investment projects is an urgent problem to be studied and answered. Based on the analysis of the construction and management characteristics of government investment and construction projects at present, and based on the knowledge system of project management, this paper finds out the shortcomings of the current government investment and construction project management. It is suggested that a set of project management information system should be set up to improve the management efficiency of government investment projects in Xicheng District. In this paper, the requirements of the system are first analyzed, and through sufficient preliminary investigation, comprehensive design and analysis, a project management knowledge system is realized by means of information technology. The project management information system is also in line with the actual situation of local government management of government investment projects. The system includes sub-system of project bank, project fund examination and approval system, budget index management system, financial fund allocation management system and report system, etc. Fully realized the government investment construction project fund management work needs. On the basis of system requirement analysis, the system is designed in detail, including hardware and software configuration scheme, application system design, database design and so on. The full use of the system helps the financial management department of the local government to realize the scientific and fine management of the government investment project, thus realizing better service for the social and economic development.
