【摘要】：我國連續(xù)多年出現(xiàn)"超收"和"超支"的現(xiàn)象,我國預算的合理性和監(jiān)督約束力問題引起關注。本文根據(jù)預算偏離度的界定,從財政預算數(shù)的確定角度,結合預算程序中的編制和審批環(huán)節(jié),并對美國、德國、日本和中國四國的預算偏離度和預算程序進行對比研究,分析影響預算偏離度的主要因素。研究認為應重視我國預算編制環(huán)節(jié)中的財政收支預測,審批環(huán)節(jié)中人大代表職能和政協(xié)、公眾參與的引入,并提高財政預算過程和財政預算數(shù)據(jù)的透明度,以促進財政預算偏離度的合理化。
[Abstract]:The phenomenon of "overcharge" and "overspending" appears in our country for many years, and the rationality of budget and the problem of supervision binding force in our country have attracted much attention. According to the definition of budget deviation, from the angle of determining the number of financial budget, combining the process of compiling and approving the budget, this paper makes a comparative study on the degree of budget deviation and the budget procedure of the United States, Germany, Japan and China. The main factors influencing the deviation of budget are analyzed. It is believed that attention should be paid to the forecast of financial revenue and expenditure in the process of budgeting in China, the introduction of the functions of deputies to the National people's Congress and the CPPCC and public participation in the examination and approval link, and the enhancement of the transparency of the budget process and budget data. In order to promote the rationalization of budget deviation.
