【摘要】：公共就業(yè)服務(wù)屬于基本公共服務(wù)范疇，是政府對勞動力市場進行干預(yù)的重要手段。失業(yè)越來越成為全球性的共同難題，各國政府都投入大量財政資金積極促進就業(yè)。政府機構(gòu)壟斷提供公共就業(yè)服務(wù)的模式己不合時宜，政府主導(dǎo)，多元主體參與提供公共就業(yè)服務(wù)模式不斷發(fā)展，政府購買公共就業(yè)服務(wù)模式成為發(fā)展趨勢。 目前對政府購買公共就業(yè)服務(wù)的研究正在成為國內(nèi)學(xué)術(shù)界研究的熱點，但總體而言還處于起步階段，，尚缺乏成熟的理論體系。制度設(shè)計方面的經(jīng)驗還欠豐富，有必要對地方城市的改革實踐進行歸納和總結(jié)�；谝陨媳尘�，本文在介紹公共就業(yè)服務(wù)以及政府購買公共就業(yè)服務(wù)內(nèi)涵的基礎(chǔ)上，利用準市場理論和多中心治理理論，分析構(gòu)建和完善我國政府購買公共就業(yè)服務(wù)機制的必要性。同時系統(tǒng)地探討了現(xiàn)行我國政府購買公共就業(yè)服務(wù)的運行模式，分析了比較我國與澳大利亞、荷蘭、英國等西方發(fā)達國家政府購買公共就業(yè)服務(wù)機制差異。 文章認為，為了克服我國政府購買公共就業(yè)服務(wù)實踐過程中出現(xiàn)的諸如形式性購買與非競爭性購買誘發(fā)新的壟斷、抽精去渣引發(fā)社會不公平、公私主體協(xié)調(diào)困難導(dǎo)致公共就業(yè)服務(wù)碎片化供給、政府合同管理能力缺失產(chǎn)生“精明買主”問題等問題，從而保障我國政府購買公共就業(yè)服務(wù)機制的有效運行，需要及時采取相應(yīng)的保障措施，包括建立健全更加建立健全更加公平、公開的政府購買就業(yè)服務(wù)機制，消除“抽精去渣”行為，超越碎片化，優(yōu)化公共就業(yè)服務(wù)網(wǎng)絡(luò)治理的協(xié)調(diào)機制，提高政府合同管理能力，成為“精明買主”等措施。
[Abstract]:The public employment service belongs to the basic public service category and is an important means for the government to intervene in the labor market. Unemployment has become a common global problem, and governments have invested a lot of financial funds to promote employment. The mode of government agencies monopolizing the provision of public employment services has become anachronistic. The mode of government leading and multiple subjects participating in the provision of public employment services has been developing constantly, and the mode of government purchasing public employment services has become a development trend. At present, the research on government purchasing public employment services is becoming a hot topic in domestic academic circles, but generally speaking, it is still in its infancy and lacks a mature theoretical system. The experience of system design is not enough, so it is necessary to sum up and summarize the reform practice of local cities. Based on the above background, on the basis of introducing the connotation of public employment service and the government purchasing public employment service, this paper makes use of quasi-market theory and multi-center governance theory. This paper analyzes the necessity of constructing and perfecting our government's purchase of public employment service mechanism. At the same time, this paper systematically discusses the operating mode of government purchasing public employment service in our country, and analyzes the differences between China and the western developed countries such as Australia, the Netherlands, the United Kingdom and other western developed countries in purchasing public employment service mechanism. In order to overcome the new monopoly in the process of government purchase of public employment service, such as formal purchase and non-competitive purchase, this paper holds that, in order to overcome the social unfairness caused by deodorization, The difficulty of coordination between public and private subjects leads to the fragmented supply of public employment services, the lack of government contract management ability and the problem of "smart buyers", so as to ensure the effective operation of our government's mechanism of purchasing public employment services. It is necessary to take corresponding safeguards in a timely manner, including the establishment of a more equitable and open mechanism for government employment services, the elimination of "refining and slagging", and the transcending of fragmentation. Optimize the coordination mechanism of public employment service network governance, improve the ability of government contract management, become "smart buyer" and other measures.
