“后4%時(shí)代”我國(guó)教育經(jīng)費(fèi)投入需多維度改革并舉

【摘要】:隨著2012年國(guó)家財(cái)政性教育經(jīng)費(fèi)支出占GDP(國(guó)內(nèi)生產(chǎn)總值)的比例4%目標(biāo)的實(shí)現(xiàn)和教育投入總量的大幅度增加,各地財(cái)政教育投入水平都達(dá)到了歷史最高水平,為教育改革發(fā)展提供了有力支撐。然而,實(shí)現(xiàn)4%目標(biāo)后我國(guó)教育經(jīng)費(fèi)投入仍然面臨著嚴(yán)峻的問(wèn)題與挑戰(zhàn)。要進(jìn)一步實(shí)現(xiàn)《國(guó)家中長(zhǎng)期教育改革和發(fā)展規(guī)劃綱要(2010—2020年)》提出的教育發(fā)展目標(biāo),我國(guó)教育經(jīng)費(fèi)投入改革可參考如下思路和建議:把握財(cái)稅體制改革形勢(shì),推進(jìn)我國(guó)教育事業(yè)可持續(xù)發(fā)展;明確中央與地方的教育事權(quán)和支出責(zé)任,將其作為教育財(cái)政改革的抓手;進(jìn)一步完善我國(guó)教育轉(zhuǎn)移支付制度;積極引導(dǎo)社會(huì)資本加大對(duì)教育領(lǐng)域的投入;優(yōu)化教育經(jīng)費(fèi)的支出結(jié)構(gòu),強(qiáng)化經(jīng)費(fèi)績(jī)效管理;加快制定各類教育生均財(cái)政撥款標(biāo)準(zhǔn),并納入各級(jí)預(yù)算;加快推進(jìn)我國(guó)地方稅制改革。
[Abstract]:With the realization of the target of 4% of the national fiscal expenditure on education in GDP in 2012 and the substantial increase in the total amount of education investment, the level of financial and educational investment in various localities has reached the highest level in history. It provides a strong support for the reform and development of education. However, after achieving the target of 4%, China's education investment still faces severe problems and challenges. In order to further realize the educational development goals set forth in the outline of the National Medium- and Long-Term Education Reform and Development Program (2010-2020), the following ideas and suggestions can be consulted in the reform of China's educational expenditure: grasping the situation of the reform of the fiscal and taxation system, To promote the sustainable development of education in China, to clarify the central and local education rights and expenditure responsibilities, to take them as the grasp of education financial reform, to further improve our education transfer payment system; Actively guide social capital to increase investment in the field of education; optimize the expenditure structure of education funds, strengthen the performance management of funds; speed up the formulation of financial allocation standards for all kinds of education students, and incorporate into the budget at all levels; We will speed up the reform of our local tax system.
