【摘要】：我國是傳統的農業(yè)大國，農業(yè)人口占社會總人口的大部分。“三農”問題長期以來都是黨和國家工作的重心，并且是當前以及未來相當長一段時間內要應對的問題和挑戰(zhàn)。“三農”問題的核心是國家糧食安全和農民增收問題，不能妥善解決“三農”問題，經濟增長質量就不會有真正的提高，中國的現代化建設將難以實現。 農業(yè)補貼是以國家為主體的分配關系，國家財政是農業(yè)補貼的主體，財政資金撥付的使用必須要注重公平和效率。因此在國家財政體系下解決“三農”問題，是一個系統、復雜的工程，需要不斷地探索和總結。 本文通過對我國農業(yè)補貼政策的系統化梳理，結合國際上農業(yè)發(fā)達國家和地區(qū)的經驗借鑒，分析我國當前農業(yè)補貼政策存在的問題，在此基礎上提出完善與調整的對策建議。 首先，歸納研究意義，對農業(yè)補貼政策方面的研究進行概括性梳理。其次，對我國農業(yè)補貼政策的具體規(guī)章、文件進行匯總整理，厘清我國農業(yè)補貼政策脈絡，指出存在的問題。第三，，選擇分析國際上發(fā)達國家的農業(yè)補貼政策，總結對我國的借鑒與啟示。最后，對我國農業(yè)補貼政策的完善與調整提出建議。
[Abstract]:China is a traditional agricultural country, agricultural population accounts for the majority of the total social population. The issue of "agriculture, countryside and farmers" has long been the focus of the work of the Party and the country, and it is also a problem and challenge to be dealt with at present and in a long period of time in the future. The core of the "three rural issues" is the national food security and the increase of farmers' income. If the problem of "agriculture, rural areas and farmers" cannot be properly solved, the quality of economic growth will not be really improved, and China's modernization will be difficult to achieve. Agricultural subsidy is the distribution relationship with the state as the main body, and the state finance is the main body of the agricultural subsidy. The use of financial funds must pay attention to fairness and efficiency. Therefore, it is a systematic and complex project to solve the problem of agriculture, countryside and farmers under the national financial system, which needs to be explored and summarized continuously. Based on the systematization of the agricultural subsidy policy in China and the experience of the developed countries and regions in the world, this paper analyzes the problems existing in the current agricultural subsidy policy of our country, and puts forward some countermeasures and suggestions to perfect and adjust the policy. First of all, summarize the significance of the research on agricultural subsidy policy. Secondly, the specific regulations and documents of China's agricultural subsidy policy are summarized and sorted out to clarify the context of China's agricultural subsidy policy, and the existing problems are pointed out. Third, choose to analyze the agricultural subsidy policy of developed countries, and summarize the reference and inspiration to our country. Finally, some suggestions on the improvement and adjustment of agricultural subsidy policy in China are put forward.
