【摘要】：我國是人口大國,也是農(nóng)業(yè)大國,農(nóng)業(yè)承擔(dān)著確保食物供給和安全的任務(wù),隨著農(nóng)業(yè)經(jīng)濟(jì)的迅速發(fā)展,農(nóng)業(yè)項(xiàng)目越來越多,資金額度越來越大,農(nóng)業(yè)項(xiàng)目投資已經(jīng)成為政府拉動(dòng)農(nóng)業(yè)生產(chǎn)、促進(jìn)農(nóng)業(yè)增效、農(nóng)民增收的有效途徑。近十幾年來,國家對“三農(nóng)”問題高度重視,不斷加強(qiáng)農(nóng)業(yè)項(xiàng)目管理力度,農(nóng)業(yè)項(xiàng)目管理水平也有了空前的提升,但是農(nóng)業(yè)項(xiàng)目在實(shí)施過程中仍然存在著很多不確定性因素,項(xiàng)目建成后實(shí)際達(dá)到的效果往往與項(xiàng)目投資預(yù)期存在較大偏差,為降低不確定性因素帶來的影響,就有必要對整個(gè)農(nóng)業(yè)項(xiàng)目建設(shè)、運(yùn)營過程進(jìn)行分析研究,本文通過對項(xiàng)目后評價(jià)相關(guān)理論和常用方法進(jìn)行研究,綜合采用文獻(xiàn)法、層次分析法、問卷調(diào)查法等多種方法,以G省農(nóng)業(yè)新興特色產(chǎn)業(yè)示范基地項(xiàng)目(以下簡稱“示范基地項(xiàng)目”)為例,對農(nóng)業(yè)項(xiàng)目后評價(jià)指標(biāo)體系構(gòu)建和組織實(shí)施展開研究,本文研究的內(nèi)容主要有以下幾點(diǎn)。 首先,在對農(nóng)業(yè)項(xiàng)目后評價(jià)的相關(guān)理論與方法進(jìn)行研究的基礎(chǔ)上,分析了廣東省至今還沒有進(jìn)行系統(tǒng)的農(nóng)業(yè)項(xiàng)目后評價(jià)的原因,指出了當(dāng)前農(nóng)業(yè)項(xiàng)目后評價(jià)只注重理論,缺乏實(shí)踐性研究的現(xiàn)狀,并歸納了農(nóng)業(yè)項(xiàng)目后評價(jià)在項(xiàng)目分配、后評價(jià)經(jīng)費(fèi)、管理體制、決策主體等方面的問題。 其次,以示范基地項(xiàng)目為例構(gòu)建后評價(jià)指標(biāo)體系。本文將項(xiàng)目后評價(jià)的內(nèi)容分成項(xiàng)目建設(shè)全過程評價(jià)、建設(shè)目標(biāo)和內(nèi)容評價(jià)、項(xiàng)目的績效和影響評價(jià)、可持續(xù)性評價(jià)四個(gè)方面進(jìn)行分析,闡述了農(nóng)業(yè)項(xiàng)目后評價(jià)指標(biāo)體系設(shè)置的原則,綜合采用層次分析法和對比法等多種方法,以示范基地項(xiàng)目為例構(gòu)建后評價(jià)指標(biāo)體系,并采用問卷調(diào)查的方法對后評價(jià)指標(biāo)的權(quán)重進(jìn)行確定。 最后,利用構(gòu)建的后評價(jià)指標(biāo)體系指導(dǎo)具體的項(xiàng)目后評價(jià)工作,并提出對策建議。以構(gòu)建的后評價(jià)指標(biāo)體系為基礎(chǔ),編制示范基地項(xiàng)目后評價(jià)指標(biāo)表,擬定后評價(jià)實(shí)施程序,同時(shí)根據(jù)近兩年檢查驗(yàn)收的資料,對后評價(jià)指標(biāo)相關(guān)數(shù)據(jù)進(jìn)行預(yù)測,并采用數(shù)學(xué)方法對結(jié)果進(jìn)行計(jì)算和分析,為保障項(xiàng)目更好的實(shí)施提出對策建議。
[Abstract]:China is a country with a large population and a large agricultural country. Agriculture undertakes the task of ensuring food supply and security. With the rapid development of agricultural economy, more and more agricultural projects and more funds are available. Investment in agricultural projects has become an effective way for the government to stimulate agricultural production, promote agricultural efficiency and increase farmers'income. Families attach great importance to the issue of agriculture, countryside and farmers, and constantly strengthen the management of agricultural projects. The management level of agricultural projects has also been improved unprecedentedly. However, there are still many uncertainties in the implementation process of agricultural projects, and the actual effect after the completion of the project is often deviated from the expected investment of the project, in order to reduce uncertainty. The impact of factors, it is necessary to the entire agricultural project construction, operation process analysis and research, this paper through the project post-evaluation theory and common methods of research, comprehensive use of literature, AHP, questionnaire survey and other methods, to G Province agricultural new characteristic industry demonstration base project (hereinafter referred to as abbreviation) Taking the demonstration base project as an example, this paper studies the construction and organization of the post-evaluation index system of agricultural projects.
Firstly, on the basis of the research on the relevant theories and methods of agricultural project post-evaluation, this paper analyzes the reasons why there is no systematic agricultural project post-evaluation in Guangdong Province so far, points out that the current situation of agricultural project post-evaluation only pays attention to theory and lacks practical research, and sums up the status quo of agricultural project post-evaluation in project allocation. Evaluation of funds, management system, decision-making body and other aspects.
Secondly, taking the demonstration base project as an example to construct the post-evaluation index system, this paper divides the content of the post-evaluation into four aspects: the evaluation of the whole process of the project construction, the evaluation of the construction objectives and contents, the evaluation of the performance and impact of the project, and the evaluation of the sustainability. By using analytic hierarchy process and comparative method, the post-evaluation index system of demonstration base project is established, and the weight of post-evaluation index is determined by questionnaire.
Finally, the post-evaluation index system is used to guide the specific post-evaluation of the project, and the countermeasures and suggestions are put forward. Based on the post-evaluation index system, the post-evaluation index table of the demonstration base project is compiled, and the implementation procedure of the post-evaluation is drawn up. At the same time, the relevant data of the post-evaluation index are forecasted according to the inspection and acceptance data of the past two years. The results are calculated and analyzed by mathematical method, and the countermeasures and suggestions are put forward to ensure the better implementation of the project.
