【摘要】：近年來,突發(fā)性公共事件發(fā)生的越來越頻繁,造成了嚴(yán)重的人員傷亡和財產(chǎn)損失。當(dāng)前,我國正處于社會轉(zhuǎn)型和經(jīng)濟(jì)轉(zhuǎn)軌期,政府包辦式的財力保障雖然有其獨特的優(yōu)勢,但不利于有效調(diào)動社會力量與民間資源,很難適應(yīng)和代替市場經(jīng)濟(jì)下應(yīng)急管理財力需要,容易在突發(fā)公共事件發(fā)生后,應(yīng)急資金的不及時和相對匱乏,直接影響了政府處置突發(fā)公共事件的效力。因此,迫切需要轉(zhuǎn)變傳統(tǒng)的應(yīng)急管理財力保障形式,充分發(fā)揮政府、市場和社會三方面的各自優(yōu)勢,形成共同預(yù)防和分擔(dān)突發(fā)事件損失的優(yōu)勢互補(bǔ)的多元化應(yīng)急管理財力保障主體模式。本文基于我國國情的發(fā)展變化,引入合作治理的理念,借鑒了美國、日本等發(fā)達(dá)國家的實踐經(jīng)驗,對我國公共事件應(yīng)急管理財力保障主體問題進(jìn)行分析,針對存在的問題,提出進(jìn)一步完善的對策建議。
[Abstract]:In recent years, sudden public events occur more and more frequently, resulting in serious casualties and property losses. At present, our country is in the period of social transformation and economic transition. Although the financial support of the government has its unique advantages, it is not conducive to the effective mobilization of social forces and non-governmental resources. It is difficult to adapt to and replace the financial needs of emergency management under the market economy. It is easy for the emergency funds to be untimely and relatively scarce after the emergency public events occur, which directly affects the effectiveness of the government in dealing with public emergencies. Therefore, there is an urgent need to change the traditional form of financial support for emergency management, to give full play to the respective advantages of the government, the market and the society. To form a common prevention and sharing of emergency losses complementary advantages of diversified emergency management financial support model. Based on the development and change of China's national conditions, this paper introduces the concept of cooperative governance, draws lessons from the practical experience of the developed countries such as the United States and Japan, and analyzes the main problems of the financial support for the emergency management of public events in China, aiming at the existing problems. The countermeasures and suggestions for further improvement are put forward.
