【摘要】：正近幾年,四川省以規(guī)范賬戶管理為基礎(chǔ),以管好盤活國(guó)庫資金為重點(diǎn),創(chuàng)新機(jī)制,完善手段,強(qiáng)化監(jiān)管,全方位、全過程強(qiáng)化國(guó)庫資金管理,促進(jìn)財(cái)政國(guó)庫管理改革向縱深推進(jìn)。全面清理規(guī)范各類賬戶,加強(qiáng)國(guó)庫資金流向監(jiān)管(一)清理整頓各級(jí)財(cái)政專戶。為切實(shí)規(guī)范各級(jí)財(cái)政專戶管理,防范財(cái)政資金風(fēng)險(xiǎn),2011年以來,四川省在全省范圍內(nèi)認(rèn)真全面清理整頓財(cái)政專戶,嚴(yán)格規(guī)范新設(shè)財(cái)政專戶。一是嚴(yán)格清理撤并專戶。通過各級(jí)財(cái)政自查、上級(jí)財(cái)政核查、財(cái)政部核準(zhǔn)存量專戶,對(duì)現(xiàn)有存
[Abstract]:In recent years, Sichuan Province is based on standardizing account management, focusing on properly managing and activating state treasury funds, innovating mechanisms, perfecting means, strengthening supervision, and strengthening the whole process of treasury fund management. We will promote the reform of fiscal treasury management in depth. Clean up all kinds of accounts in an all-round way and strengthen the flow of state treasury funds to supervise (1) cleaning up and rectifying financial special accounts at all levels. In order to regulate the management of financial special accounts at all levels and to guard against the risk of financial funds, Sichuan Province has carefully and comprehensively cleaned up and rectified financial special accounts throughout the province since 2011, and has strictly standardized the establishment of new financial special accounts. One is to strictly clean up and merge special accounts. Through self-examination of finance at all levels, financial verification at higher levels, and approval by the Ministry of Finance of special accounts for stocks, existing deposits shall be maintained.
