【摘要】：正經(jīng)歷了30多年的粗放型增長后,目前我國環(huán)境承載能力接近上限,生態(tài)環(huán)境問題已經(jīng)成為制約經(jīng)濟和社會發(fā)展的瓶頸。黨的十八大報告首次單篇論述生態(tài)文明,將生態(tài)文明建設(shè)放在"五位一體"的總體布局高度來論述,提出實現(xiàn)綠色發(fā)展、循環(huán)發(fā)展、低碳發(fā)展;同時要求緊緊圍繞建設(shè)"美麗中國",深化生態(tài)文明體制改革,加快建立生態(tài)文明制度。2015年3月24日,中共中央政治局審議通過的《關(guān)于加快推進生態(tài)文明建設(shè)的意見》更是首次提出"綠色化"概念,將黨的十八大提出的"新四化"(即新型工
