【摘要】：上海市政府歷來十分重視提升基礎(chǔ)教育服務(wù),基礎(chǔ)教育普及率甚至達(dá)到發(fā)達(dá)國(guó)家水平。然而,評(píng)價(jià)某項(xiàng)公共服務(wù)整體水平還應(yīng)關(guān)注其資源配置在區(qū)域內(nèi)是否均衡,因此本文基于受益原則和能力原則測(cè)算了上海市基礎(chǔ)教育的泰爾指數(shù)。
[Abstract]:The Shanghai Municipal Government has always attached great importance to improving basic education services, and the basic education popularization rate has even reached the level of developed countries. However, the evaluation of the overall level of a public service should also pay attention to whether the allocation of resources in the region is balanced, so this paper calculates the Tyr index of basic education in Shanghai based on the benefit principle and the ability principle.
