【摘要】：為保證耕地休耕制度的順利實(shí)施和成效的長久保持,中國近年來不斷探索制定科學(xué)合理的耕地休耕補(bǔ)助政策。美國、日本、歐盟、中國臺灣等國家和地區(qū)已經(jīng)具有多年的休耕實(shí)踐經(jīng)驗(yàn),且都十分重視對休耕農(nóng)民的補(bǔ)助問題。該文采用文獻(xiàn)資料法、對比分析法及歸納總結(jié)法,在分析美國、日本、歐盟、中國臺灣等代表性國家和地區(qū)休耕補(bǔ)助實(shí)踐的基礎(chǔ)上,對休耕補(bǔ)助目的、實(shí)施模式、補(bǔ)助形式、補(bǔ)助依據(jù)及資金來源等進(jìn)行了梳理和歸納。針對中國休耕補(bǔ)助政策中可能存在的問題,提出今后應(yīng)從補(bǔ)助目的動態(tài)化、補(bǔ)助效益最大化、補(bǔ)助類型差異化、資金來源多樣化、配套措施制度化等方面完善補(bǔ)助政策的改進(jìn)建議,并嘗試構(gòu)建了中國耕地休耕補(bǔ)助政策的初步框架。
[Abstract]:In order to ensure the smooth implementation of the cultivated land fallow system and to maintain its effectiveness for a long time, China has been exploring the establishment of a scientific and reasonable subsidy policy for fallow cultivated land in recent years. The United States, Japan, the European Union, China, Taiwan and other countries and regions have many years of practical experience in fallow farming, and attach great importance to the issue of subsidies to fallow farmers. Based on the analysis of the practice of fallow subsidy in the United States, Japan, EU, Taiwan and other representative countries and regions, the purpose, mode and form of fallow subsidy are analyzed by means of literature, comparative analysis and summary. Subsidy basis and source of funds were combed and summarized. In view of the possible problems in China's fallow subsidy policy, this paper puts forward that the subsidy purpose should be dynamic in the future, the subsidy benefit should be maximized, the subsidy type should be different, and the source of funds should be diversified. Some suggestions on the improvement of subsidy policy are put forward in the aspects of systematization of supporting measures, and the preliminary framework of China's cultivated land fallow subsidy policy is tried to be constructed.
