【摘要】：構(gòu)建中國(guó)特色財(cái)政學(xué)是當(dāng)代中國(guó)財(cái)政理論和學(xué)科體系建設(shè)的方向。構(gòu)建中國(guó)特色財(cái)政學(xué)首先必須厘清中國(guó)特色與財(cái)政科學(xué)一般的關(guān)系及財(cái)政學(xué)的研究對(duì)象、核心范疇、研究范式、學(xué)科屬性等基本問題。本文旨在通過對(duì)這些問題的學(xué)理分析,為構(gòu)建中國(guó)特色財(cái)政學(xué)勾勒一個(gè)簡(jiǎn)要的框架。本文認(rèn)為,中國(guó)特色財(cái)政學(xué)須立足于服務(wù)國(guó)家治理現(xiàn)代化和建立與之相匹配的現(xiàn)代財(cái)政制度,既具有解釋和解決中國(guó)財(cái)政問題的特殊針對(duì)性,又具有反映財(cái)政運(yùn)行一般規(guī)律的高度科學(xué)性。由此考慮,其應(yīng)以財(cái)政關(guān)系為基本研究對(duì)象,以社會(huì)公共需要、公共物品和公共利益為核心概念,并在研究范式上重樹分配范式的地位,將其學(xué)科屬性定位于政治經(jīng)濟(jì)學(xué)。
[Abstract]:The construction of finance with Chinese characteristics is the direction of the construction of financial theory and discipline system in contemporary China. In order to construct finance with Chinese characteristics, it is necessary to clarify the general relationship between Chinese characteristics and fiscal science and the basic problems such as research object, core category, research paradigm, subject attribute and so on. The purpose of this paper is to outline a brief framework for the construction of finance with Chinese characteristics through the theoretical analysis of these problems. This paper holds that the finance with Chinese characteristics should be based on serving the modernization of national governance and establishing a modern financial system corresponding to it, which has the special pertinence to explain and solve the financial problems in China. It also has a high degree of science which reflects the general law of financial operation. Therefore, it should take the financial relationship as the basic research object, take the social public needs, public goods and public interests as the core concepts, and retree the status of the distribution paradigm in the research paradigm, and position its disciplinary attributes in the political economy.
