【摘要】：目前我國(guó)大多數(shù)城市對(duì)公共交通企業(yè)虧損都是采用政府和企業(yè)協(xié)商確定政策性虧損補(bǔ)貼的方法,但這種方法不僅沒(méi)有提高公交企業(yè)的運(yùn)營(yíng)效率,而且也沒(méi)有減輕政府財(cái)政補(bǔ)貼的負(fù)擔(dān).本文分析道路交通和軌道交通的客流量,將軌道交通的趨勢(shì)客流和道路交通向軌道交通的轉(zhuǎn)移客流的總和作為道路交通企業(yè)需要對(duì)軌道交通企業(yè)進(jìn)行補(bǔ)貼分配的客流量;應(yīng)用經(jīng)濟(jì)學(xué)中的資源配置問(wèn)題,將公共交通運(yùn)營(yíng)收入的財(cái)政補(bǔ)貼和公共交通車(chē)輛改造的財(cái)政補(bǔ)貼看作兩種資源,并將其分別分配到道路交通和軌道交通中;以客流量為約束條件,并根據(jù)線性規(guī)劃的對(duì)偶理論推算城市公共交通運(yùn)營(yíng)財(cái)政補(bǔ)貼的影子價(jià)格;再聯(lián)合分配客流量構(gòu)建城市公共交通運(yùn)營(yíng)財(cái)政補(bǔ)貼的分配優(yōu)化模型;最后以重慶市的公共交通為例,驗(yàn)證模型的可行性.
[Abstract]:At present, in most cities of our country, the loss of public transport enterprises is determined through consultation between the government and the enterprises. However, this method has not only failed to improve the operation efficiency of public transport enterprises. And it has not eased the burden of government subsidies. This paper analyzes the passenger flow of road traffic and rail transit, taking the trend passenger flow of rail transit and the total of transferring passenger flow from road traffic to rail traffic as the passenger flow that the road traffic enterprises need to subsidize the rail transit enterprises. Applying the problem of resource allocation in economics, the financial subsidy of public transportation revenue and the financial subsidy of public transport vehicle transformation are regarded as two kinds of resources, and they are allocated to road traffic and rail transit respectively. According to the duality theory of linear programming, the shadow price of financial subsidy for urban public transport operation is calculated according to the constraint condition of passenger flow, and the optimal model of allocation of financial subsidy for urban public transport operation is constructed by combining passenger flow allocation. Finally, the public transport in Chongqing is taken as an example to verify the feasibility of the model.
