【摘要】：共性技術(shù)研發(fā)具有公共品特性,所以政府必須在其發(fā)展過程中發(fā)揮重要作用,資源有限性決定了政府必須作出購(gòu)買決策優(yōu)先發(fā)展重要共性技術(shù)�；诂F(xiàn)有文獻(xiàn)和訪談資料,運(yùn)用扎根理論從技術(shù)因素、政府因素和市場(chǎng)因素3個(gè)方面構(gòu)建政府購(gòu)買共性技術(shù)研發(fā)服務(wù)決策影響因素模型,并采用結(jié)構(gòu)方程模型對(duì)假設(shè)進(jìn)行檢驗(yàn)。結(jié)果表明,政府在購(gòu)買共性技術(shù)研發(fā)服務(wù)時(shí)要著重關(guān)注技術(shù)特性、資源投入和技術(shù)需求,發(fā)揮政府資源整合優(yōu)勢(shì),積極引進(jìn)人才,加大資金扶持力度,調(diào)動(dòng)社會(huì)資金支持,搭建共性技術(shù)研發(fā)平臺(tái),確保共性技術(shù)研發(fā)服務(wù)需求與供給有效對(duì)接。
[Abstract]:The research and development of common technology has the characteristics of public goods, so the government must play an important role in its development process. The limited resources determine that the government must make purchase decision and give priority to the development of important common technology. Based on the existing literature and interview data, the model of influencing factors of government purchasing common technology R & D service decision is constructed from three aspects: technical factor, government factor and market factor, and structural equation model is used to test the hypothesis. The results show that the government should pay more attention to technical characteristics, resource input and technical requirements when purchasing common technology research and development services, give full play to the advantages of government resources integration, actively introduce talents, increase financial support, and mobilize social capital support. Build a common technology research and development platform to ensure that common technology R & D service demand and supply effective docking.
