【摘要】：基于對(duì)1998~2011年5個(gè)省101個(gè)村農(nóng)村公共投資調(diào)查數(shù)據(jù)的系統(tǒng)分析,本文詳細(xì)描述了樣本地區(qū)在不同時(shí)期農(nóng)村公共投資總量和結(jié)構(gòu)的變化趨勢(shì),進(jìn)而探討了政府農(nóng)村公共投資策略。研究發(fā)現(xiàn),這14年間農(nóng)村公共投資總量逐年增多,尤其在新農(nóng)村建設(shè)開始后投資規(guī)模增加很快,項(xiàng)目范圍也涵蓋了農(nóng)村生產(chǎn)生活的諸多領(lǐng)域;但是,與發(fā)達(dá)國(guó)家同樣發(fā)展階段相比,中國(guó)農(nóng)村公共投資還顯不足。研究還表明,農(nóng)村教育、醫(yī)療、生態(tài)環(huán)境等領(lǐng)域投資不足,需要引起關(guān)注;灌溉方面投資效果不佳,需要下大力氣改善。
[Abstract]:Based on the systematic analysis of the survey data of rural public investment in 101 villages in five provinces from 1998 to 2011, this paper describes in detail the changing trends of the total amount and structure of rural public investment in the sample areas in different periods, and then probes into the government's rural public investment strategies. The study found that the total amount of rural public investment increased year by year during the past 14 years, especially after the beginning of the new rural construction, the scale of investment increased rapidly, the scope of the project also covered many fields of rural production and life; however, Compared with the same stage of development in developed countries, China's rural public investment is still insufficient. The study also shows that there is insufficient investment in rural education, health care, ecological environment and so on, and that the investment in irrigation is not effective and needs to be improved.
