【摘要】：正劉晏(約公元716—780年),字士安,曹州南華(今山東東明縣)人。他是中國歷史上杰出的理財家,生活在唐代由盛轉(zhuǎn)衰的特殊歷史時期,其財政思想和改革措施,上承管仲、桑弘羊,下啟王安石,對后代影響頗為深遠(yuǎn),被蘇軾譽為懂得國家大計的"有遠(yuǎn)見的理財家"。唐玄宗天寶年間,土地兼并嚴(yán)重、均田制遭到破壞,租庸調(diào)制有名無實,加之宮廷驕奢和官吏侵吞,國家財政日趨拮據(jù)。安史之亂后國家掌握的納稅人
[Abstract]:Liu Yan (about 716-780 AD), word Shi an, Cao Zhou Nanhua (now Shandong Dongming County) people. He lived in the special historical period of Tang Dynasty, from prosperity to decline. His financial thoughts and reform measures were accepted by Guan Zhong, Sang Hongyang, and Wang Anshi, which had a profound influence on future generations. Su Shi was praised as a national plan of the "far-sighted financial management." During the Tianbao period of Xuanzong, the land annexation was serious, the average land system was destroyed, the rent mediocre was not real, and the imperial court was arrogant and extravagant and officials embezzled, the national finance became increasingly tight.
