【摘要】：本文從財政與國家治理的關系角度,將近代以來的財政學發(fā)展劃分為三個100年左右的時期,分別為官房學時代、政治經濟學時代和經濟學時代,探討了這三門學科及其國家治理理念對財政學所產生的影響。在總結歷史的基礎上,本文提出財政學發(fā)展是一種演化而非進化的觀點。官房學時代的財政學,極其重視國家的作用,奠定了財政學的政治學基礎;政治經濟學時代的財政學,強調國家要順應經濟規(guī)律,構建了財政學的經濟學基礎;經濟學時代的財政學,主張財政要依據民意,滿足社會需要,形成了財政學的社會學基礎。當前我國財政學的發(fā)展應當融合三個學科的相關合理內涵,而不僅限于經濟學的研究范式。
[Abstract]:From the point of view of the relationship between finance and national governance, this paper divides the development of finance since modern times into three periods of about 100 years, namely, the times of official housing, the times of political economy and the times of economics. This paper discusses the influence of these three disciplines and the concept of national governance on finance. On the basis of summing up history, this paper puts forward the view that the development of finance is an evolution rather than an evolution. In the times of official finance, the government attached great importance to the role of the state, laid the foundation of politics of finance, emphasized that the state should conform to the economic law, and constructed the economic foundation of finance. Finance in the times of economics advocates that finance should be based on public opinion and meet the needs of society, forming the sociological foundation of finance. At present, the development of finance in China should integrate the relevant reasonable connotation of the three disciplines, and not be limited to the research paradigm of economics.
