江蘇省Y市財(cái)政扶貧專項(xiàng)資金管理研究

【摘要】:貧困,是所有國(guó)家都要面對(duì)的社會(huì)問(wèn)題。作為世界上最大的發(fā)展中國(guó)家,中國(guó)一直致力于推動(dòng)世界減貧事業(yè)。1980年,中央財(cái)政建立“支援不發(fā)達(dá)地區(qū)發(fā)展基金”,可以看做中國(guó)政府專項(xiàng)扶貧的起點(diǎn),自此,中國(guó)的扶貧政策幾經(jīng)調(diào)整,從“救濟(jì)式扶貧”到“開(kāi)放式扶貧”,從“區(qū)域性扶貧”到“精準(zhǔn)扶貧”。2015年召開(kāi)的中央扶貧開(kāi)發(fā)工作會(huì)議向全黨發(fā)出了打贏脫貧攻堅(jiān)戰(zhàn)的總動(dòng)員令,會(huì)議提出的脫貧攻堅(jiān)總目標(biāo),既彰顯了中央搞好脫貧工作的堅(jiān)定決心,又讓廣大貧困地區(qū)和貧困群眾看到了希望,更要求廣大黨員干部做到有的放矢,為之而努力奮斗。同年,習(xí)近平總書(shū)記在貴州考察期間指出:“扶貧開(kāi)發(fā)貴在精準(zhǔn),重在精準(zhǔn),成敗之舉在于精準(zhǔn)!币虼,這次會(huì)議提出,實(shí)施精準(zhǔn)扶貧方略,加快貧困人口精準(zhǔn)脫貧,為順利實(shí)現(xiàn)全面建成小康社會(huì)的目標(biāo)努力奮斗。在此背景下,從中央到地方的財(cái)政扶貧資金投入呈逐年遞增的趨勢(shì),如何使財(cái)政扶貧資金發(fā)揮最大的效益,使更多貧困戶受益是急需解決的問(wèn)題。因此,科學(xué)地評(píng)價(jià)當(dāng)前財(cái)政扶貧專項(xiàng)資金的管理效果,正確認(rèn)識(shí)當(dāng)前江蘇省Y市在扶貧資金運(yùn)作中存在的問(wèn)題,進(jìn)而探索提高政府財(cái)政扶貧成效的方法,積極尋求解決財(cái)政扶貧專項(xiàng)資金管理問(wèn)題的對(duì)策,對(duì)推動(dòng)Y市乃至全省財(cái)政扶貧體系的建立不僅具有深遠(yuǎn)的理論意義,更具有強(qiáng)烈的現(xiàn)實(shí)意義。本文運(yùn)用文獻(xiàn)研究法、實(shí)地調(diào)研法、綜合層次分析法等方法,結(jié)合國(guó)內(nèi)外成功經(jīng)驗(yàn),選取江蘇省Y市財(cái)政扶貧專項(xiàng)資金管理情況為對(duì)象進(jìn)行研究分析,研究發(fā)現(xiàn):(1)在財(cái)政扶貧專項(xiàng)資金分配過(guò)程中,供給與需求矛盾突出,扶貧資金分配理念滯后;(2)在財(cái)政扶貧專項(xiàng)資金使用過(guò)程中,資金運(yùn)行缺乏整體的統(tǒng)籌規(guī)劃,多頭管理難成合力,扶貧資金使用方式單一,程序繁瑣脫離實(shí)際,導(dǎo)致扶貧資金使用效率不高;(3)在財(cái)政扶貧專項(xiàng)資金監(jiān)管過(guò)程中,項(xiàng)目管理較為薄弱,扶貧資金管理機(jī)制不健全;(4)在財(cái)政扶貧專項(xiàng)資金評(píng)估過(guò)程中,扶貧成效無(wú)法客觀評(píng)價(jià),績(jī)效評(píng)價(jià)體系有待進(jìn)一步完善。最后,根據(jù)論文分析研究的結(jié)果,提出以下相關(guān)建議:(1)在財(cái)政扶貧資金分配過(guò)程中,要提高扶貧資金精準(zhǔn)投入,實(shí)行按要素分配的扶貧資金分配機(jī)制,提高財(cái)政扶貧專項(xiàng)資金分配的科學(xué)性和規(guī)范性;(2)在財(cái)政扶貧資金使用過(guò)程中,積極整合各類扶貧資金形成合力,創(chuàng)新扶貧資金投放方式,建立資金動(dòng)態(tài)管理機(jī)制,推動(dòng)財(cái)政扶貧資金規(guī)范化實(shí)施機(jī)制的建立;(3)在財(cái)政扶貧資金監(jiān)管過(guò)程中,要建立財(cái)政扶貧資金專項(xiàng)監(jiān)督機(jī)制,強(qiáng)化扶貧資金管理,開(kāi)展扶貧項(xiàng)目的全過(guò)程監(jiān)控,實(shí)行相關(guān)部門齊抓共管,推動(dòng)財(cái)政扶貧監(jiān)督體系建設(shè);(4)在財(cái)政扶貧資金評(píng)估過(guò)程中,要建立健全財(cái)政扶貧資金績(jī)效評(píng)價(jià)體系,完善驗(yàn)收和效用評(píng)價(jià)制度,制定切實(shí)可行的績(jī)效評(píng)估方案,培養(yǎng)一支專業(yè)的結(jié)果評(píng)價(jià)隊(duì)伍。
[Abstract]:Poverty is a social problem that all countries have to face. As the largest developing country in the world, China has been committed to promoting the cause of poverty reduction in the world. In 1980, the central government set up a "fund to support the development of underdeveloped areas", which can be regarded as the starting point for the Chinese government's special poverty alleviation. Since then, China's poverty alleviation policy has been adjusted several times, from "relief poverty alleviation" to "open poverty alleviation". From "Regional Poverty Alleviation" to "Precision Poverty Alleviation". The Central working Conference on Poverty Alleviation and Development held in 2015 issued a general mobilization order to the whole party to win the battle against poverty. It has not only demonstrated the firm determination of the Central Committee to do a good job in the work of eradicating poverty, but also let the vast number of poverty-stricken areas and the poor masses see hope, and even more required the broad number of party members and cadres to work hard for it. In the same year, General Secretary Xi Jinping said during a visit to Guizhou, "the key to poverty alleviation and development is precision, and precision is the key to success or failure." Therefore, the meeting proposed the implementation of the strategy of precision poverty alleviation, speeding up the accurate poverty eradication of the poor population, and striving for the smooth realization of the goal of building a well-off society in an all-round way. Under this background, the financial investment of poverty alleviation from the central government to the local government is increasing year by year. It is urgent to solve the problem that how to make the financial poverty alleviation fund exert the maximum benefit and make more poor families benefit. Therefore, we should scientifically evaluate the management effect of the current financial special funds for poverty alleviation, correctly understand the problems existing in the operation of poverty alleviation funds in Y City of Jiangsu Province, and then explore ways to improve the effectiveness of poverty alleviation by government finance. It is not only of profound theoretical significance, but also of strong practical significance to actively seek solutions to the problems of fund management in financial poverty alleviation projects, which is of great significance to the establishment of financial poverty alleviation system in Y city and even the whole province. Based on the literature research, field investigation and analytic hierarchy process (AHP), and combining with the successful experience at home and abroad, this paper selects the special fund management of financial poverty alleviation in Y City of Jiangsu Province as the object of study and analysis. The study found that in the process of allocation of special funds for financial poverty alleviation, the contradiction between supply and demand is prominent, and the concept of fund allocation for poverty alleviation is lagging behind. 2) in the process of using special funds for poverty alleviation, the operation of funds lacks a comprehensive overall plan. In the process of supervision of special funds for poverty alleviation, the project management is relatively weak, because of the difficulty of multi-head management, the single way of using poverty alleviation funds, the cumbersome procedure being divorced from reality, and the inefficient use of poverty alleviation funds. In the process of financial evaluation of special funds for poverty alleviation, the effect of poverty alleviation cannot be objectively evaluated, and the performance evaluation system needs to be further improved. Finally, according to the results of the paper analysis and research, we put forward the following relevant suggestions: 1) in the process of financial poverty alleviation fund allocation, we should improve the precise input of poverty alleviation funds, and implement a mechanism for allocating poverty alleviation funds according to the factors. To improve the Science and Standardization of the allocation of funds for Poverty Alleviation) in the process of using funds for poverty alleviation, we should actively integrate all kinds of poverty alleviation funds to form a resultant force, innovate the way of funding for poverty alleviation, and establish a mechanism for the dynamic management of funds. Promoting the Establishment of a standardized implementation Mechanism for Financial Poverty Alleviation funds in the course of the supervision of financial poverty alleviation funds, it is necessary to establish a special supervision mechanism for financial poverty alleviation funds, strengthen the management of poverty alleviation funds, and carry out the whole process of monitoring poverty alleviation projects. In the process of financial poverty alleviation fund evaluation, it is necessary to establish and improve the financial poverty alleviation fund performance evaluation system, and improve the acceptance and utility evaluation system. Develop a feasible performance evaluation program and train a professional results evaluation team.
